5 competency requirements for general English teachers
The Ministry of Education and Training (MOET) has just announced the basic requirements for the competence of English teachers in general education. The content of the Basic Requirements for the Competence of English Teachers in General Education includes five areas, each comprising criteria regarding the knowledge and skills that general education teachers need to achieve.
The five areas include: knowledge of the subject and curriculum; knowledge of English language teaching; knowledge of students; professional values and attitudes; and networking and learning from experience in English language teaching.
Specifically, English teachers must achieve level 4/6 (for primary and lower secondary school teachers) and level 5/6 (for upper secondary school teachers) according to the 6-level Foreign Language Proficiency Framework for Vietnam.
Understanding the basic cultural characteristics of English-speaking countries; being able to compare and contrast them with Vietnamese culture and incorporate cultural knowledge into teaching.
It is possible to use appropriate English-language literary, cultural, and academic materials written in English for the appropriate grade level to teach English.
Capable of organizing the teaching process, using various teaching methods and techniques to teach the four skills of listening, speaking, reading, and writing to students, appropriate to their grade level...
Understanding and being able to select assessment methods, design tests and exams, organize and conduct regular and periodic assessments of students' learning outcomes and English proficiency; knowing how to use assessment results to adjust teaching and learning content and methods...
The Ministry of Education and Training requests that provincial Departments of Education and Training organize for English teachers and school administrators to carefully study each criterion and area in order to self-assess and accurately evaluate the competence of each teacher. Based on this, they should develop plans for self-improvement, participate in training and professional development to enhance their skills and qualifications, and meet the requirements of the Professional Standards for Teachers at all levels.
The basic requirements for English teachers' competence in general education are a concretization and consistency with the Professional Standards for Teachers at all levels, and should be applied flexibly in the process of evaluating teachers according to the Professional Standards for Teachers in order to encourage and motivate English teachers to strive to improve their professional competence.
The Basic Competency Requirements for General English Teachers will not be used for evaluating, ranking, or recruiting and assigning general English teachers annually.
