6 groups of people are not allowed to work for foreign organizations

Prime Minister Nguyen Tan Dung has signed and issued a Government Decree detailing the implementation of a number of articles of the Labor Code on recruitment and management of Vietnamese employees working for foreign organizations and individuals in Vietnam.
According to the provisions of the Decree, 6 groups of subjects are not allowed to work for foreign organizations and individuals in Vietnam, including: First, officers, professional soldiers, non-commissioned officers, soldiers, workers, civil servants, and defense officials in the Vietnam People's Army; professional officers, non-commissioned officers, technical officers, non-commissioned officers, students, workers, civil servants, and public employees in the People's Public Security, and people working in cryptography. Second, cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants. Third, people working in industries and professions related to state secrets. Fourth, wives or husbands of people working in jobs related to state secrets. Fifth, people who have been disciplined for disclosing state secrets or national security. Sixth, people who are being prosecuted for criminal liability, people who are serving criminal sentences of the Court or people whose criminal records have not been cleared, whose terms have not expired, or who are prohibited from practicing a profession or doing certain jobs according to the provisions of criminal law.
According to the Decree, foreign organizations in Vietnam are foreign agencies and organizations that have been permitted by competent authorities of Vietnam to operate in Vietnam, including: Foreign diplomatic missions, foreign consular offices, representative offices of international organizations under the United Nations system, regional and sub-regional organizations; Permanent offices of foreign news agencies, newspapers, radio and television; international organizations, intergovernmental organizations, organizations under foreign governments; foreign non-governmental organizations licensed to operate in Vietnam by competent authorities; Non-profit representative offices operating in Vietnam of foreign economic, commercial, financial, banking, insurance, scientific - technical, cultural, educational, medical and legal consulting organizations.
The Decree takes effect from September 15, 2014./.
