Minister Dinh La Thang pointed out the main reasons leading to this situation as the inspection, patrol, control and handling of violations are only concentrated in a few areas, a number of cadres, civil servants and public employees performing the above tasks still show signs of avoidance, lack of responsibility, negativity, and violations of regulations; laxity and negativity in vehicle inspection, testing, and issuance of driving licenses as well as in the management, maintenance and repair of rural traffic infrastructure, suspension bridges, and bridges in remote, mountainous areas... are still inadequate.
