7 localities have low preschool education quality assessment results

After nearly 3 years of implementation, the work of assessing the quality of preschool education has achieved important results. As of September 30, 2014, 12,673 preschools had completed self-assessment, reaching a rate of 92.58%, of which 27 localities achieved 100%. Localities that have actively implemented the work of assessing the quality of preschool education are: Bac Giang, Bac Ninh, Dien Bien, Gia Lai, Hau Giang, Khanh Hoa, Nam Dinh, Ninh Binh, Thai Binh, Thai Nguyen, Thua Thien Hue, Tuyen Quang, Yen Bai.

However, the work of assessing the quality of preschool education still has some limitations. A number of educational managers at all levels and preschool teachers have not fully recognized the role and significance of assessing the quality of education; the quality of self-assessment reports of many schools has not met requirements; some localities have not given decisive direction, have not implemented on schedule, and have not paid due attention to building a team of external assessors; the number of preschools assessed externally is low.

The Ministry of Education and Training noted that the Departments of Education and Training with low results in implementing the quality assessment of preschool education are: An Giang, Dong Thap, Long An, Ninh Thuan, Soc Trang, Thanh Hoa, Tra Vinh. In particular, the Departments of Education and Training that have not yet implemented external assessment for preschools are: Ca Mau, Cao Bang, Da Nang, Tra Vinh, Vinh Long.

In order to promote the achieved results and overcome the weaknesses in the work of preschool education quality assessment, the Ministry of Education and Training requires the Departments of Education and Training to strictly implement Official Dispatch No. 8299/BGDĐT-KTKĐCLGD dated December 4, 2012 of the Ministry of Education and Training on the guidance for preschool self-assessment according to the shortened process. This is one of the conditions for implementing the Project on Enhancing Preschool Readiness (SRPP) according to the Government's commitment to the World Bank.

Localities are directed to promote self-assessment, striving to have 100% of preschools complete self-assessment by the end of the 2014-2015 school year. They are directed to conduct annual self-assessment according to regulations. In addition, external assessment and recognition of preschools meeting educational quality standards are promoted, striving to have at least 25% of preschools assessed externally by the end of the 2014-2015 school year.

Localities strengthen inspection, supervision, and urge preschools to make improvements to enhance the quality of child care, nurturing, and education activities. Effectively use preschool education quality assurance software. Ensure adequate funding for education quality assurance activities.

Focus on building a team of external evaluators with sufficient quantity and quality assurance.

Departments of Education and Training with low results of preschool education quality assessment need to develop specific plans to implement preschool education quality assessment until the end of the 2015-2016 school year, and submit a report to the Ministry before November 30, 2014. The Ministry of Education and Training requires Departments of Education and Training to seriously implement this. The Department of Testing and Education Quality Assessment shall preside over and coordinate with the Department of Preschool Education to be responsible for inspecting and supervising the implementation of localities, synthesizing and periodically reporting the results to the Ministry's leaders.
