- Many people understand that household registration books, temporary residence books and identity cards will no longer be valid from October 30, 2017. How is this understood?

- Household registration management, including temporary residence, permanent residence and identity card, is an identification document proving the identity of each person, and cannot be abandoned. Countries around the world cannot abandon household registration either.

After completing the construction of the population database, each person will have an identification number containing 15 fields of their basic information. Later, citizens only need to bring this ID number which contains the identification number, the State agency will access the identification number to get citizen information instead of many types of documents.Police still manage by household registration, just replace the current manual management with electronic management.

Regarding identity cards, the Government has allowed a pilot issuance of citizen identification cards.The Ministry of Public Security has issued citizen identification cards in 16 provinces. According to the Citizen Identification Law, by January 1, 2020, the remaining 47 provinces will issue all citizen identification cards with citizen identification numbers. Therefore, the understanding that household registration and citizen identification cards are abolished is incorrect.

From now until the Citizen Database is completed, everything will continue as normal.

On October 30, 2017, the Prime Minister signed and issued Decree No. 112/NQ-CP on simplifying administrative procedures and citizen papers related to population management within the scope of state management functions of the Ministry of Public Security.The proposal to simplify administrative procedures and citizen papers in the field of registration, residence management and issuance of identity cards will depend on the progress of the implementation of the National Population Database project. - From now until the National Population Database is completed and put into operation, people will continue to carry out all procedures for permanent residence, temporary residence, temporary absence, and ID card registration as usual; there will be no changes according to current regulations.

Residence registration is still carried out according to the provisions of the Law on Residence. Therefore, when you move to a new place of residence, you will still be registered by the competent police agency for permanent or temporary residence according to regulations.

-The household registration book is abolished, but household registration management is still managed in the national population database, so anything related to household registration will not change.

- It is expected that from now until 2020, it will be completed according to the plan assigned by the Government to the ministries and branches. By 2020, when this database system is completed and all 15 citizen information fields are collected, when doing banking, insurance, household registration transactions... you will no longer have to bring your household registration book.

- Immediately upon data entry, there must be precise agreement between the homeowner and the local police.The national database is the original database, so right from the initial information collection process, the householder and the local police must agree and standardize the information. - After completing the construction of the National Population Database system, each citizen has the right to exploit their own information in the National Population Database to resolve administrative procedures and protect other legitimate rights and interests.

Depending on their field, agencies and departments will be able to exploit certain information fields under their management authority.

The Ministry of Public Security will also advise the Government to regulate which units are allowed to access and exploit a maximum of 15 fields of citizen information, not all agencies are allowed to exploit all of them. This is to ensure information confidentiality for citizens.

In cases where one wants to exploit or borrow the name of another person, one must go to the database management agency to present and provide an identity card or identification number to be able to exploit information. If due to illness or some other reason one cannot come to exploit information, one has the right to authorize according to the law.
