(Baonghean.vn) - On the morning of December 20, in Hanoi, the Central Economic Committee coordinated with the Central Theoretical Council and Nghe An Provincial Party Committee to organize the Workshop "Socio-economic development and ensuring national defense and security of Nghe An province to 2030, with a vision to 2045".
In his closing remarks at the workshop, Comrade Tran Tuan Anh - Member of the Politburo, Head of the Central Economic Commission, Head of the Steering Committee for the summary of Resolution No. 26-NQ/TW, assessed that the presentations and the contents of the exchanges and discussions at the workshop were very comprehensive and profound, fully covering all aspects of the socio-economic life of Nghe An province in the past 10 years; not only stopping at the achieved results as well as the existing problems, limitations, causes, and lessons learned, but also focusing on clarifying the requirements, tasks, and specific solutions to ensure the development of Nghe An in the coming time; especially, serving the construction, promulgation, institutionalization, and implementation of a new Resolution of the Politburo for the development of Nghe An province in the coming period. On that basis, Comrade Tran Tuan Anh summarized the following basic contents:

The first,The delegates highly agreed on the correct policies and orientations that the Party had identified in Resolution 26; which is an important basis for ministries, branches and Nghe An province to issue mechanisms and policies, supplementing many resources for the socio-economic development of Nghe An province. After more than 10 years of implementing the Resolution, with the special attention of the Central Government and the efforts of the Party Committee, government and people of Nghe An province, the development of Nghe An province has achieved quite comprehensive results in the fields of economy, culture - society, national defense, security and foreign affairs; infrastructure has received attention and investment, and is increasingly improved; urban areas have a more spacious, clean and beautiful appearance; socio-economic development in the Western region of Nghe An has achieved many results, and people's lives have been improved.
Monday,The delegates deepened some of the achievements in the socio-economic development of Nghe An province in recent times, although still modest, they created the initial foundation and basis to create breakthroughs in the coming time and in the long term.
Delegates also focused on pointing out the limitations, shortcomings and risks that Nghe An will "fall behind" in development compared to some provinces in the North Central region and the Central Coast region; clarifying the causes of obstacles to the development of Nghe An province from awareness to action in implementing Resolution 26-NQ/TW; from attention and coordination between ministries and branches to the province's implementation; from promulgating policies and mechanisms to arranging, exploiting and integrating resources; from the role of the political system to the participation of businesses and people in the province.

The delegates also clarified the causes; thereby analyzing and clarifying more deeply the lessons learned in building and promulgating a new Resolution of the Party as well as institutionalizing and organizing implementation to achieve efficiency, ensuring feasibility in the coming period. In addition, there is the work of organizing supervision and inspection of the implementation of the Resolution, including the institutionalization and implementation stages, from political determination to specific action programs.
Tuesday,The delegates analyzed and clarified the new contexts and situations, especially the advantages, opportunities, and new trends brought about by the domestic, regional, and international contexts, from the 4.0 industrial revolution, from free trade agreements, new development trends of green economy, circular economy, advances in science and technology, etc., and the new position of the country, the business community, and the economy. However, we also clearly see the risks and challenges from the 4.0 industrial revolution, climate change, epidemics, and the internal difficulties of the economy, etc., that affect the implementation of the Resolutions.
These pose new pressures and requirements in implementing the Resolution of the 13th Party Congress as well as the thematic Resolutions that the Party has issued recently, especially in implementing the new Resolution that the Politburo has issued for the development of the Central and North Central coastal regions (Resolution 26) as well as the upcoming new Resolution expected to replace Resolution 26 of the Politburo on socio-economic development, ensuring national defense and security of Nghe An province.

Wednesday,Delegates analyzed and proposed many ideas and solutions to restructure the economy associated with innovating the province's economic growth model to exploit the potentials and specific advantages of Nghe An province, especially the advantages for developing industry and high-tech agriculture; industries with high added value such as software, artificial intelligence; developing forest economy, marine economy; exploiting the cultural identity of Nghe An as well as cultural industrial values; activities to develop urban systems, smart cities, seaports, trade services, logistics...
From there, orient and propose solutions to: Rapidly develop industries with high added value and the ability to respond and exploit the potentials and advantages of the province such as electronics industry, information technology, mechanical engineering industry, assembly, production of new materials, pharmaceuticals, biopharmaceuticals, agricultural, forestry, fishery and food processing industry; energy industry associated with environmental protection; renewable energy industry...;

Developing effective and sustainable agriculture in the direction of modern, green, clean, ecological agriculture, applying new, smart processes and technologies, using resources rationally, economically and effectively; focusing on developing the forest economy associated with the development of the medicinal industry and medicinal regions.
Promote the development of tourism products associated with cultural tourism resources; develop tourism to experience the Lam River cultural space, Vi and Giam folk art and cultural - historical and spiritual tourism products at cultural and historical relics, especially the Kim Lien Historical Relic Site associated with beloved President Ho Chi Minh; factors related to the development and exploitation of cultural values as well as people are the subject and driving force of Nghe An's development in the coming period.
Developing a diversified marine economy, both traditional and new marine economies, such as: Developing coastal urban economies, marine aquaculture, marine renewable energy, recreational fishing associated with marine reserves and possibly marine medicinal herbs. These are both inheritances of Resolution 36 on Vietnam's marine economic development strategy as well as continuing to inherit the Party's new viewpoints in important Resolutions issued in the 5th and 6th Central Conferences of the 13th Party Congress, and other Resolutions of the Politburo.
Developing border economic zones with preferential mechanisms for enterprises engaged in production, trade of goods, tourism and services; investing in infrastructure of border economic zones using the central budget; upgrading border gates adjacent to Laos as well as the East-West economic corridor (Myanmar and Northeast Thailand).
In particular, the opinions of delegates at the workshop focused on analyzing and clarifying the very important role of the business sector with the support of breakthrough and strong enough mechanisms and policies of the Party and State to ensure attracting investment resources from society, especially resources from the business sector, thereby creating connections to develop both industry and agriculture on the basis of high technology; at the same time, creating links to create higher added values.

Thursday,Some presentations and delegates said that the implementation of strategic breakthroughs in Nghe An province still has many shortcomings such as: Administrative procedures in some areas are still complicated, the one-stop shop and one-stop shop mechanism is still formal, the rate of records and administrative procedures processed online at levels 3 and 4 is still limited; the labor force is in the "golden population" period but the low quality of the labor force causes great difficulties in implementing the province's major orientations.
Along with transport infrastructure, socio-economic infrastructure, investment environment, administrative procedures, etc., have limited investment from society and the business sector in implementing economic development strategies. This requires new breakthroughs in the new Resolution as well as the implementation process in the coming time.
Friday,Some delegates analyzed the current situation and contributions of growth drivers to the socio-economic development of Nghe An province in recent times in terms of science and technology development, private economic development, urban system development and linkages with localities in the region. On that basis, proposed to supplement specific mechanisms and policies to promote growth drivers in the coming time such as:
Promote research and application of science and technology, prioritize investment in agricultural value chains, medicinal herbs, organic agriculture, high-tech agriculture; microbiological technology; medicinal herbs, pharmaceutical industry; processing industry...
Issue a business development program with solutions to encourage, support and help businesses participate deeply in new value chains, as well as start-up innovation and apply science and technology;
Organize the urban system, clarify the position of each urban area of the province and strengthen the connection between urban areas, urban areas with industry, with the process of building new rural areas, urban areas with the marine economy, respond to climate change and epidemics...; develop Vinh city to truly become the center of the North Central region.
Strengthening regional connectivity, promoting the development linkage of the South Nghe An - North Ha Tinh region associated with the development of the Southeast Nghe An Economic Zone; linking the development of the South Thanh Hoa - North Nghe An region associated with the development of the Hoang Mai - Dong Hoi region.

Saturday,The delegates agreed that the development of Nghe An province must be placed in the overall development of the North Central and Central Coast regions. The strategy and planning of Nghe An must be consistent with the national integrated planning, with the socio-economic development strategies of the region and the whole country; clearly orienting the role and function of dynamic regions such as Vinh City, Southeast Economic Zone, Hoang Mai - Dong Hoi Region, economic corridors and sustainable development of the Western Nghe An region also need to continue to be studied.
Eighth:Delegates attending the workshop all highly agreed that on the basis of summarizing Resolution 26 over the past 10 years, the Steering Committee summarizing Resolution No. 26-NQ/TW proposed the Politburo to issue a new Resolution "on socio-economic development and ensuring national defense and security of Nghe An province until 2030, with a vision to 2045" to continue affirming the Party's viewpoint on the position, role and importance of Nghe An, the mission of Nghe An province for the North Central and Central Coast regions and the whole country in the new development period; will be the basis for the National Assembly, the Government, central ministries and branches to complete and promulgate specific mechanisms and policies as well as have specific solutions to exploit and supplement resources for sustainable development of Nghe An province, so that the province can truly develop richly and strongly, worthy of being the homeland of President Ho Chi Minh.
