At the recent emulation congress "For National Security" of the Ministry of Public Security, Nghe An province was honored to have Colonel Nguyen Xuan Thiem awarded the title of Hero of the People's Armed Forces in the Renewal Period.

Nghe An is a large, populous land, the fight against all kinds of crime is very difficult and complicated. But it is also on this front that famous crime-fighting leaders have appeared nationwide, such as Colonel Nguyen Xuan Thiem. When mentioning him, his comrades remember a brave and intelligent commander who has directed dozens of special projects to attack the dens of drug criminals, with lifetime battles against extremely dangerous and reckless criminals, ready to fight to the end.
On big projects, to gain the trust of his superiors and get their plans approved, he volunteered: "Let me fight! Let me face the danger." Before entering the battle, he often told young soldiers: "You guys stay calm and fight with confidence. I'm always right beside you, not behind you."
In addition to approving the case-solving plan, he is the commander who always implements the principle of being present and directly directing at key points, participating with officers and soldiers in investigating and solving cases promptly, giving correct and creative instructions and decisions to successfully solve cases, and at the same time being a solid support, motivating officers and soldiers to fight steadfastly and make achievements.
He was the one who planned the "armed attack on drug criminals along the Vietnam - Laos border" and directly directed the successful implementation of the plan. To carry out that plan, he and his teammates faced life-and-death moments many times, such as the battle at Co Phao village, Luu Kien commune, Tuong Duong district in the early morning of May 26, 2010. At that time, he was the Head of the Drug Crime Investigation Police Department of Nghe An Police, leading the secret task force to destroy the 526L project. When he had just knocked down three leaders, collected 1 grenade, 1 AK gun and 2 heroin bars, suddenly another group of people from the top of the mountain opened fire to break the siege for their comrades. In the dangerous situation, he encouraged his injured comrades and commanded the fight back, controlling the criminals so they could not escape. After the battle, his comrades had to be hospitalized. He shed tears because he admired the bravery of the young soldiers and the blood of his comrades that had been shed in peacetime...
During his 7 years as the "captain" of the Drug Crime Investigation Department, he directed and participated in 372 cases, arrested more than 650 drug criminals, seized hundreds of kilograms of heroin and synthetic drugs, destroyed the dens of drug lords on the Vietnam - Laos border, helped Western Nghe An push back drug abuse, effectively prevented the source of smuggled drugs from across the border into the country... The Drug Crime Investigation Department continuously achieved the title of "Determined to Win Unit", "Leading Unit in the emulation movement for national security", in 2010, was awarded the title of Hero of the People's Armed Forces in the renewal period by the Party and State.

The leader's mark
Along with the vibrant development of the province's economy, the activities and methods of economic crimes in Nghe An are increasingly complex and sophisticated, with the emergence of many new types of crimes such as high-tech crimes... In that situation, in 2014, the Provincial Police transferred Colonel Nguyen Xuan Thiem to the position of Head of the Department of Investigation of Crimes on Management and Positions (PC46). With his intelligence and decisiveness, right from the first days of taking office, he successfully directed many projects, promptly arrested cases of smuggling, counterfeiting, and fraud of large customers such as: discovering fake OMO detergent production lines; exposing the tricks of gas station owners in Nghe An to reduce fuel consumption; going to Ho Chi Minh City to investigate a facility producing fake cosmetics smuggled into Nghe An for consumption; destroying a case of making fake war invalids' records in Vinh City; a case of tax evasion of hundreds of billions of VND in Dien Chau...
These projects all bear the mark and excellent ability of the commander. For example, project 114C - breaking up a chain of production, trading, and installing fake ICs to reduce fuel prices in November 2014. This is a complex project, the fuel traders used IC chips to change the program to change the flow of fuel pumps, "pickpocketing" thousands, even millions of consumers. Determined to expose the "fraudulent trading" tricks, he directed the reconnaissance soldiers to disguise themselves as customers, monitor, grasp the situation and choose the right time to simultaneously launch an on-the-spot arrest of fraudulent behavior by store owners throughout the province.
Not stopping at "exposing" the "dirty eating" tricks of gas station owners, the project also expanded the investigation, arresting the ringleader, Tran Le Duc - Director of Vietnam Digital Electronic Systems Company Limited, specializing in producing fake ICs for sale in provinces and cities across the country.
For the first time nationwide, Nghe An Police discovered a complete chain: manufacturing - buying - selling - installing fake ICs into petrol pumps to reduce customers' 4-11% of petrol sold. The project received a letter of commendation from Deputy Prime Minister Nguyen Xuan Phuc. Based on the information of this project, the Deputy Prime Minister directed provinces, cities and functional forces to strengthen inspection and examination work to promptly detect and handle organizations and individuals who produce, trade and use electronic devices to cheat when selling petrol to "pick the pockets" of consumers.

One month later, Colonel Thiem continued to successfully direct the 124G project - breaking up the largest fake cosmetics production line in the country. Initially, it was just a fragile source of information from the masses that "there is a group of people who specialize in selling fake goods in mountainous and rural districts". With questions such as: What kind of goods are they? What are the methods of fraud? What is the scale? He directed the detectives to collect information and identify the mastermind. With a bold plan, he went directly to Ho Chi Minh City to direct the soldiers to ambush and catch red-handed at the counterfeit goods production facility with more than 15 tons of fake goods and raw materials used to produce dozens of fake cosmetics. This is the largest project ever, successfully breaking up a fake cosmetics production line from Ho Chi Minh City distributed to many provinces and cities across the country.
Sharing the "secret" to successfully solving cases, Colonel Thiem said: In order for the big shots in complex economic cases, who are educated, rich, knowledgeable about the law, have extensive social connections... to bow their heads and admit their guilt, police officers must constantly update and equip themselves with in-depth knowledge in many fields, proactively distinguish and detect loopholes and shortcomings that criminals often take advantage of in their activities; must have a strong will, and stay away from all trivial material temptations.

On the day Colonel Nguyen Xuan Thiem was awarded the noble title of Hero of the People's Armed Forces by the Party and the State, Diep Chi - a petite and pretty girl from Nghe An, a talented host of Vietnam Television's Game Shows, shared on Facebook a picture of her father with pride and love. Many people expressed their surprise and admiration for Diep Chi's father: "It turns out your father is Colonel Nguyen Xuan Thiem!", "I am so proud of you, I was lucky to meet you once at work, in person you are even more handsome than on screen, my parents really admire your talent, recently watching TV I saw you have achieved many achievements in your work, I also admire you and your family.
