Escorting Duong Chi Dung from Ho Chi Minh City to Hanoi

On the morning of October 5, Thanh Nien Online's source from Vietnam National Airlines (VNA) confirmed that Mr. Duong Chi Dung was taken from Ho Chi Minh City to Hanoi on flight number VN1166.


Accordingly, Duong Chi Dung was on flight number VN1166, seat number 38A, without luggage and clearly marked as an "economic criminal", departing from Tan Son Nhat airport (HCMC), landing at Noi Bai airport (Hanoi) at 7:30 am on October 5.


At Noi Bai airport, Duong Chi Dung was escorted through gate number 4 with the participation of many police officers.


Duong Chi Dung was arrested after nearly 3 months on the run and was internationally wanted.

Duong Chi Dung, 55 years old, residing in Thanh Cong ward (Hanoi), former Director of the Vietnam Maritime Administration, former Chairman of the Board of Members of Vietnam National Shipping Lines (Vinalines) is currently a defendant in a case related to the act of intentionally violating state regulations on economic management causing serious consequences according to Article 165 of the Penal Code, occurring at Vinalines.

On May 17, the Investigation Police Agency - Ministry of Public Security issued a decision to prosecute and temporarily detain Duong Chi Dung for 4 months. After receiving permission from competent authorities and approval from the Supreme People's Procuracy, before the investigation agency could execute the arrest and search warrant, on the afternoon of May 17, 2012, Duong Chi Dung escaped.

On May 18, the Investigation Police Agency - Ministry of Public Security issued a special nationwide wanted warrant and then coordinated with the International Criminal Police Organization (Interpol) to issue an international wanted warrant for Duong Chi Dung...After nearly 3 months of intense pursuit, on September 4, the Investigation Police Agency - Ministry of Public Security arrested Duong Chi Dung.


Regarding the prosecution of Duong Chi Dung, in early 2012, the Investigation Police Agency - Ministry of Public Security determined that there were signs of violations in the process of repairing the No83M floating dock (a component of the Southern Ship Repair Factory construction project invested by Vinalines). Since then, the Investigation Police Agency has prosecuted 4 defendants for embezzlement.

During the investigation, the Investigation Police Agency determined that Duong Chi Dung was involved in many violations of this project; violating the Prime Minister's instructions.Accordingly, while still Chairman of the Board of Directors of Vinalines, Duong Chi Dung signed a decision approving the investment policy to build a factory with a total investment of VND3,854 billion without the Prime Minister's approval. This project was later increased to VND6,489 billion.

Duong Chi Dung and his subordinates also decided to buy the No83M floating dock with an investment of 14.136 million USD. Of which, the cost of purchase, repair in Russia, and transportation costs were 12.5 million USD, but when brought back to Vietnam, it increased to 24.3 million USD. In particular, the No83M floating dock, manufactured in 1965, was severely damaged, no longer in operation, and had its inspection license stopped by the Russian Registry, exceeding the prescribed time limit of 22 years, and was not eligible for import to Vietnam.

In addition, Vinalines leaders submitted, approved, and organized the purchase when Ba Ria - Vung Tau province had not yet allocated the land for the factory construction. Because of this, the purchased floating dock had no place to install it, leading to the consequence that by April 2010, Vinalines had to spend 30 billion VND to rent a place to anchor, protect, and provide emergency services for the floating dock at Go Dau port and more than 70 billion VND to pay bank loan interest for the purchase and repair, causing a loss of 100 billion VND.
