2.5% import tax on sugar from Laos
According to the Circular, the import tariff quota for sugar (HS code 1701) in 2015 originating from the Lao PDR is 50,000 tons.

The Ministry of Industry and Trade has issued Circular 08/2015/TT-BCT regulating the import under the 2015 tariff quota of sugar originating from the Lao People's Democratic Republic with an import tax rate within the quota of 2.5%.
Traders importing sugar from Hoang Anh Attapeu Sugarcane Company Limited (Laos) produced in Laos and having a certificate of origin form S issued by a competent authority of the Lao PDR as prescribed are entitled to an import tax rate of 2.5%.
Procedures for importing goods are handled at the border customs according to regulations, without having to ask for permission from the Ministry of Industry and Trade and are implemented according to the principle of deduction at the customs office until the tariff quota is exhausted.
In case of importing sugar beyond the above tariff quota, traders must implement import management policies and sugar import tax according to regulations in current legal documents.
The Circular clearly states that importers must report on the implementation of sugar imports monthly before the 5th of the following month or suddenly when requested, to the Ministry of Industry and Trade and the Ministry of Finance (General Department of Customs).
Earlier this year, the Ministry of Industry and Trade also issued Circular 02/2015/TT-BCT regulating the import under the 2015 tariff quota with a 0% import tax rate for the following items: paddy, rice of all kinds, tobacco leaves and stems originating from the Lao People's Democratic Republic.
