The Conference was attended by 20 international delegations from APEC countries and territories and 3 international organizations.

At the opening session, Prime Minister Nguyen Tan Dung warmly welcomed ministers, heads of delegations and delegates from economies attending the Conference.

According to Prime Minister Nguyen Tan Dung, over the past decades, with 21 member economies, Asia-Pacific has always been the most dynamically developing region in the world, playing the role of a global growth engine.

Over the past 25 years, APEC has truly become an economic integration forum, representing 40% of the world's population, contributing about 54% of the world's GDP. Cooperation between APEC member economies is increasingly deepening, bringing many opportunities and great benefits to the development of each economy in the region and the world.

Lessons learned from APEC cooperation and experience show that human resources play a leading role in maintaining the dynamism and rapid growth of the region in the recent development period. APEC has focused on promoting abundant human resources with increasingly high skill levels along with developing appropriate institutional frameworks, promoting human values, protecting and connecting people in the region.

APEC's programs, projects and cooperation initiatives have contributed to creating more jobs, especially for young people, meeting the requirements of international supply chains, and enhancing the competitive advantage of APEC economies.

Prime Minister Nguyen Tan Dung said that Vietnam is in the golden population period. This is an important opportunity that Vietnam is striving to promote to improve the competitiveness of the national human resources, contributing to rapid and effective development and increasingly deep integration into international cooperation mechanisms, especially the Trans-Pacific Partnership Agreement and free trade agreements with high requirements and standards on human resources.

Prime Minister Nguyen Tan Dung affirmed: "The success of this APEC Ministerial Meeting on Human Resources Development will further tighten the connection and effective cooperation in the region towards a self-reliant Asia-Pacific, with cohesive, equal, balanced and sustainable development."

Chairing the Conference, Minister of Planning and Investment Bui Quang Vinh said that this Conference, ministers will focus on discussing three main topics: supporting equitable and sustainable growth to address aspects of the globalization process; improving the quality of human resources to meet supply chain requirements; promoting labor mobility and skills development.
