Doctor Nguyen Manh Tuong was prosecuted on two charges.

The Hanoi People's Procuracy has just completed the indictment and prosecuted two defendants in the case that occurred at Cat Tuong Beauty Salon (Hanoi) four months ago.

Accordingly, Nguyen Manh Tuong (Director of Cat Tuong Beauty Salon) was prosecuted for two crimes: "Violating corpses, graves, and remains" and "Violating regulations on medical examination, treatment, drug production, drug dispensing, or other medical services."

Defendant Dao Quang Khanh (security guard at Cat Tuong Beauty Salon) was prosecuted for the crimes of "Violating corpses, graves, and remains" and "Theft of property."

This case was prosecuted by prosecutor Do Minh Tuan (Department of Investigation and Trial of First Instance Trial on Social Order and Security (Department 1A), Hanoi People's Procuracy.

The indictment of the Hanoi People's Procuracy determined that Nguyen Manh Tuong (a doctor of the Department of Surgery - Bach Mai Hospital, Hanoi) opened Cat Tuong Cosmetic Hospital at 45 Giai Phong Street, Dong Tam Ward, Hai Ba Trung District, Hanoi. Tuong was the director and directly performed cosmetic surgery.

At about 9:00 a.m. on October 18, 2013, Ms. Le Thi Thanh Huyen went to Cat Tuong Beauty Salon to have liposuction and breast augmentation. The staff wrote a receipt for 50,000,000 VND and made an appointment for 11:00 a.m. the next day to have liposuction and breast augmentation.

At about 11:00 a.m. on October 19, 2013, Ms. Huyen rode a Honda LEAD motorbike with license plate 30K2-8747 to Cat Tuong Beauty Salon. When she left, Ms. Huyen brought a handbag with two cell phones and 500,000 VND inside.

After Ms. Huyen tested for HIV and the anesthetic reaction was normal, Tuong asked Ms. Huyen if she had any medical history, Ms. Huyen replied that she had no medical history. Tuong disinfected the abdomen and chest area and injected the anesthetic mixed in advance into both sides of the hips. Then, Tuong used a scalpel to puncture both sides of the abdominal wall (one needle on each side) about 0.2cm in size and injected four bottles of the anesthetic mixed in advance into the abdomen to numb Ms. Huyen's entire abdomen. Tuong used a syringe to insert into the abdominal wall and suck out 11 syringes of abdominal fat.

After that, Tuong injected 11 syringes of fat into her chest until about 4 p.m. that same day. Tuong told the staff to take Ms. Huyen to the outer room to rest. About 30 minutes later, he saw Ms. Huyen had convulsions, blinking, and foaming at the mouth. Tuong injected a sedative. After the injection, seeing Ms. Huyen was normal, Tuong went to the temple.

At 5:45 p.m. on October 19, 2013, Cat Tuong Beauty Salon staff called to inform Tuong that Ms. Huyen had symptoms of cyanosis, difficult to detect pulse, and unmeasurable blood pressure. Tuong ordered the staff to inject Ms. Huyen with two tubes of Adenalin 2ml cardiac stimulant and two tubes of Dimedro 40mg allergy medicine, infuse 9% saline solution and give her oxygen. After that, Tuong called Mr. Nguyen Quang Thanh, a doctor from Bach Mai Hospital (in the same department as Tuong) to come to Cat Tuong Beauty Salon to give Ms. Huyen emergency treatment.

Tuong drove to Cat Tuong Beauty Salon and saw Ms. Huyen with a purple face and no heartbeat. Tuong and Mr. Thanh gave Ms. Huyen emergency treatment. Tuong intubated Ms. Huyen, applied balloon and external chest compressions, and injected two doses of cardiac stimulants, but to no avail. Ms. Huyen died.

Tuong directed the staff to clean up and dismantle all the Center's belongings and hide them. The bedding, patient clothes with the words Bach Mai Hospital, abdominal gauze... were put into five black plastic bags, weighing about 7kg, and a bundle of bed sheets... were transported by taxi to the foot of Vinh Tuy bridge.

Meanwhile, Dao Quang Khanh stole an Iphone 5 from the bag next to Ms Huyen's body, worth 12 million VND.

The Procuracy determined that at around 11:30 p.m. the same day, Tuong and some staff members put Ms. Huyen's body in a car and took it to the Post Office Hospital. Khanh took Ms. Huyen's handbag and rode Ms. Huyen's LEAD motorbike following Tuong's car. When arriving at the Post Office Hospital gate, Tuong saw that there were many people and Ms. Huyen's body was stiff, so Tuong was afraid to go inside the hospital and stopped on the street.

Seeing that, Khanh told Tuong not to take Huyen's body to the hospital but to throw it into the river. Tuong agreed and drove the car to carry Huyen's body, while Khanh rode Huyen's motorbike carrying Hang (Tuong's wife) following behind. Tuong followed Tran Khat Chan-Kim Nguu-Lac Trung-Minh Khai-Vinh Tuy bridge to Co Linh, Thach Ban, Long Bien (Hanoi) street, Khanh rode the motorbike to pass Tuong's car, Khanh signaled Tuong to stop the car.

Khanh left Huyen's motorbike and bag on the sidewalk and got into Tuong's car with Hang (sitting in the front passenger seat). Hang tried to stop Tuong from dumping Huyen's body, but Tuong did not listen and continued driving to Highway 5, up Thanh Tri Bridge, past the water about 150m near lamppost number 44, then stopped.

Seeing that there were no cars or people passing by, Tuong and Khanh carried Huyen's body out of the car, crossed the median, lifted Huyen's body over the bridge railing and dropped it into the Red River. After that, Tuong, Khanh and Hang went home.

On October 21, 2013, Tuong and Khanh were arrested.

The Procuracy determined that the defendant Tuong's wife, Nguyen Thi Hang (who was sitting in the car), knew that Tuong and Khanh were taking Huyen's body to dump it in the river. Hang repeatedly tried to stop Tuong and Khanh from dumping Huyen's body. Hang's actions above did not constitute a crime. The fact that the investigation agency did not mention any punishment is reasonable.

Regarding some employees of Cat Tuong Beauty Salon who assisted Tuong in the cosmetic surgery, concealed and did not report the crime... but because the crime was committed unintentionally, it did not constitute a crime, so there is no basis for prosecution.

Regarding Dr. Nguyen Quang Thanh - the person Tuong called to the Beauty Salon to help Tuong rescue Ms. Huyen, after Ms. Huyen died, Thanh did not report to the authorities. However, Thanh's above actions did not constitute a crime, so the investigation agency did not mention handling./.
