Lesson 1: Prolonged waste of land resources
Although there have been many support mechanisms and policies, due to the limited capacity of investors, there are still hundreds of hectares of land in industrial parks (IPs) that have not been used, causing great waste. In addition, the lives of farmers whose land has been recovered face many difficulties. These are major challenges from the reality of planning and building IPs in our province.

After many years of operation, up to now, only Bac Vinh Industrial Park has filled the land area for lease, with 22 projects registered for investment, with a total area of infrastructure investors leasing to enterprises of 42 hectares; Dong Hoi Industrial Park was established by the Provincial People's Committee in Decision No. 2830/QD-UBND.DT dated July 2, 2010 by Vietnam Investment Partners Co., Ltd. as the infrastructure investor, with a registered investment capital of VND 5,388 billion. Currently, the project of the Factory for the production of non-fired materials has compensated for site clearance and leased 16.6 hectares of land; Nam Cam Industrial Park (belonging to the Southeast Economic Zone). Area A and Area C are currently part of the construction planning of the Southeast Economic Zone. Of which, Area A has an area of 93.68 hectares; Area C has an area of 154.75 hectares. Area C has completed compensation and site clearance; Area A currently has 8,800 m2 of unfinished compensation and site clearance. Currently, the Management Board of Southeast Nghe An Economic Zone has leased 242.2 hectares to Nghe An Industrial Park Development Company. Currently, the infrastructure investor has leased land to 43 enterprises, with an area of 145.2 hectares; Area B, Nam Cam Industrial Park is planned with an area of 122.72 hectares. The area of compensation and site clearance is 86.08 hectares; the remaining area of more than 36 hectares has not been compensated and site clearance has not been compensated.
According to the inspection results of the Southeast Economic Zone Management Board on construction planning work at Nam Cam Industrial Park, the construction density of investment projects leasing land from infrastructure enterprises is low (under 20%). Some enterprises still have unused vacant land that can be reclaimed to grant to other projects. Through inspection of 20 projects, it shows that: the total land area granted to 20 projects is 87.66 hectares. Of which, 12.92 hectares are for factory construction and auxiliary works; 36.30 hectares are not yet built, vacant land that can be reclaimed and transferred to other projects is about 10 hectares. Among the 20 inspected projects, only the Tan Viet Trung wood factory project of Tan Viet Trung Artificial Board Joint Stock Company has built enough area, the remaining projects still have unbuilt area, the largest of which is Hanoi - Nghe An Beer Factory (12.25 hectares). In addition, there are 5 enterprises with 2-3 hectares of vacant land with 5 projects that have been relatively completed; the remaining 15 projects have come into operation but have not completed the investment and construction work.
Up to now, the Management Board of the Southeast Economic Zone has granted Investment Certificates to 106 investment projects (including 11 FDI projects) in the Economic Zone and Industrial Parks. However, only 48 projects have been put into operation. In reality, despite many efforts, the results of attracting investment have been achieved. The situation of delay in projects planned for implementation and being implemented in the Economic Zone has occurred quite often. From 2007 to now, the Management Board of the Southeast Economic Zone has revoked 27 investment projects that were not implemented or were slow in implementation as committed, and is currently considering revoking 16 more investment projects.
Hoang Mai Industrial Park is abandoned and has become a grazing ground for cattle.
Hoang Mai Industrial Park was approved by the Provincial People's Committee for detailed planning of the Industrial Park in Decision No. 3853/QD-UBND dated September 5, 2008. The total area of the Industrial Park is 289.67 hectares in Quynh Loc commune, Hoang Mai town, and Quynh Di. Currently, the investor has stopped construction of infrastructure items due to problems in the transfer process between Nghe An Petroleum Construction Investment Joint Stock Company and VIP Vietnam Petroleum Investment Joint Stock Company. Currently, the compensated area is 197.58 hectares. The land area not subject to compensation is 56.57 hectares. Up to this point, the Provincial People's Committee has leased land in 2 phases, including 408.05 hectares; with a total estimated compensation amount of 292 billion VND. The total amount approved is 240.14 billion VND. Up to now, the total amount paid is 231.17 billion VND. The remaining area of compensation is 35.52 billion VND, of which the affected land area with limited production in Hoang Mai Town is about 12 hectares and has not been supported.
Currently, Hoang Mai Industrial Park has only 4 enterprises (including 3 enterprises that existed before the planning of the Industrial Park and the remaining enterprise is Ke Dat iron and steel processing factory) in operation, including Trung Do Hoang Mai Brick Enterprise under Trung Do Joint Stock Company; Thanh Mai Tuynel Brick Factory under Ngoc Hoang Son Joint Stock Company; Hoang Mai Wood Chip Factory under Thanh Thanh Dat Company Limited. Most of the land area is abandoned. Infrastructure systems such as fences, roads, drainage ditches... have been invested in but are not used and maintained, so they are seriously degraded, and the situation of people around entering the Industrial Park to steal things is complicated. Now, the Industrial Park is mainly a place for people to graze buffaloes and cows. In addition, some agricultural land areas, which were mainly 1 rice field, 1 color field, are being fenced with stakes and barbed wire by people in a "everyone does it their own way" style for crop production. Looking at the fields that were once lush with rice, peanuts, and corn, now left to waste, many people feel regretful and heartbroken.
Quynh Loc Commune (Quynh Luu) has 153.7 hectares of planned land recovered; 126 hectares of agricultural land have been recovered. With 1,118 households having their land recovered, they belong to hamlets 6, 7, 8, 9a, 9b, 10. Many families have 100% of their rice land recovered, leaving only a small amount of garden land. Currently, there are still 95 households whose residential land and agricultural land have not received compensation. The total compensation that the investor owes the People's Committee and the people is more than 3 billion VND. Mr. Nguyen Van Hien's household, hamlet 8, Quynh Loc commune, had nearly 1,000 square meters of land recovered, but since receiving the decision, he has not received compensation. The investor has leveled this area so it cannot be cultivated. His family has 5 members but currently only has about 2 sao of land left, each year he can only grow 1 rice crop and 1 color crop. The family’s main source of income now depends on the remaining land. Due to lack of compensation, combined with the land being confiscated, his family is in a difficult situation. His wife has osteoarthritis and is struggling to get treatment.
Ms. Le Thi De, hamlet 9a, Quynh Loc commune, had more than 1 sao of land confiscated for 63 million VND, leaving only a few sao of garden land. Currently, that amount of money has been spent, Ms. De has to go to the Central Highlands to pick coffee for hire to earn extra income to support her family. Her son, who is in grade 12, has to be sent to live with his grandfather. The entire hamlet 9a has more than 50 households because they have used up all the compensation money, while there is very little land left for production. Every day, they are struggling with many jobs such as catching snails, going up the mountain to find brooms, doing whatever people hire them to do to earn a living... After nearly 4 years since the confiscation of more than 3 sao of land, the family of Ms. Le Thi Mao, hamlet 1, Nghi Long commune (Nghi Loc) was compensated nearly 50 million VND, only within 1 year later, Ms. Mao's family was "empty-handed". Her 2 children have now finished high school but do not have stable jobs.
If the projects are implemented on schedule and according to plan, the authorities do not have to prepare documents to request land recovery, Nghe An will have many more constructions, many factories and enterprises operating, bringing in a large contribution to the State budget, changing the face of the homeland, the lives of the people, and jobs for workers will also have many positive changes. However, in reality, there are still many projects that have been "suspended" in recent years, which is a huge waste in many aspects, and at the same time has significantly affected the lives of thousands of households in the planned areas.
