People's awareness
On April 1, 2011, the Provincial People's Committee issued a decision to decentralize the management of relics and scenic spots in the province, stating that the provincial level manages 17 relics, districts, cities and towns manage 239 relics, and communes, wards and towns manage 1,139 relics out of 1,395 relics in the province. Typical examples include Phung Phuc Kieu church, Nghi Thu commune (people contributed 74 million VND), people from Yen Luong and Mai Bang villages, Nghi Thuy ward, Cua Lo town restored 2 temples of the village for more than 1.5 billion VND; people from Nam Dan restored 12 relics in the area for more than 230 million VND... Mrs. Tran Thi Chau contributed more than 100 million VND to restore Cua Luy temple (Anh Son), Mr. Pham Thanh Long contributed more than 800 million VND to restore Phuc Tho temple relic (Nghi Loc); Mr. Truong Van Phuong's family in block 8, Nghi Thuy ward, all 7 sons together took care of the cost of building the upper hall of Yen Luong temple for more than 300 million VND; Mr. Nguyen Dinh Ngu (Tuong Duong) has been doing a good job of protecting Cua Rao temple for more than 20 years...
Local attention
Many localities such as Yen Thanh, Quynh Luu, Thanh Chuong, Nghi Loc, Dien Chau... have plans to invest billions of VND to preserve, restore and promote the value of historical sites in the area. The most typical is Thanh Chuong - the first district in the province to directly advise on including mechanisms and policies to support the prevention of historical site degradation in the district People's Council resolution starting in 2005. And it is also one of the districts that has done the best job of socializing the restoration and restoration of historical sites.
Currently, Thanh Chuong has 15 provincial-level relics and 10 national-level relics out of a total of more than 200 relics. Over the years and natural disasters, most of the relics in the district are in an alarming state of degradation. Faced with this situation, as the unit directly managing the system of relics in the area, the Department of Culture and Information has made plans and had many opinions expressing the people's wishes in restoring and embellishing the relics to meet cultural and spiritual needs. And those opinions have been decided by the competent authorities to be included in the resolution of the District People's Council. In previous years, the district's budget for supporting the prevention of relic degradation increased from 90 million VND to 100 million VND and in 2011 it was 450 million VND. Up to now, 28 relics have been restored from this funding source, including many relics that have been supported for restoration 2 to 3 times such as: Hai Hau Temple and Nguyen Phung Family Temple (2 times, 45 million VND), Nguyen Duy Family Temple and Sui Dien Trang Tree (Thanh Phong) 2 times 45 million VND, Tran Hung Hoc District Duke Temple - Thanh Xuan (3 times, 45 million VND)... Mr. Vo Van Hai - Head of the District Department of Culture and Information said: Most of the relics in the district have been effective after being restored and repaired. In addition to the Bach Ma Temple relic where the annual festival is held, Ba Chua Temple (Thanh Dong), Thuong Village Communal House (Hanh Lam), Sui Dien Trang Tree (Thanh Phong)... associated with the Soviet - Nghe Tinh movement organized by the district in conjunction with the Party's founding day, relics such as temples, communal houses, and pagodas are places where people and visitors from all over the country come to offer offerings on the 1st and 15th of every month. When children and grandchildren from far away come back to visit their hometown, they often go to the temple to pray for peace and fortune.
Or in Nghi Loc district, with 87 relics included in the management hierarchy, including 8 relics ranked at national level, 4 relics at provincial level, 2 relics are in the process of applying for ranking (Tam Toa temple - Nghi Cong Bac and Bach Y Tuyet Son Bo Tat pagoda - Nghi Tien). The district is currently completing the project "Strengthening the management, conservation and promotion of historical and cultural relic values in the district". Since 2005, the district and commune have mobilized nearly 2 billion VND in social resources to preserve and prevent relic degradation. Ms. Nguyen Thi An - a specialist in the Nghi Loc district relic museum, said: Most of the relics in the area are basically well protected, and every year many activities are organized to attract a large number of people and tourists from all over the country to participate, such as the Nguyen Xi Temple Festival (Nghi Hop) held in the second lunar month every year, the Cua Temple Festival (Nghi Khanh) held on the 6th of the third lunar month, the Nam Giao ceremony every 3 years at Tam Toa Temple (Nghi Cong Bac)... Some localities also organize well competitions in schools, extracurricular activities to learn about historical and cultural relics in the area about Nghi Loc celebrities associated with revolutionary relics, thereby contributing to educating the tradition of patriotism, fostering love for the homeland and country for the young generation.
Museum system
Units such as: Nghe An Museum, Soviet Nghe Tinh Museum, Monuments and Landscape Management Board, Kim Lien Relic Site, Ho Chi Minh Square... have recently performed quite well the functions of research, collection, preservation, display, and introduction of artifacts. According to statistics, there are over 300,000 documents and artifacts being preserved, displayed and promoted at museums and relics. Among them, there are many valuable artifacts such as: Collection of red self-defense weapons, Soviet drums, hiding objects to protect the Party, Uncle Ho with Soviet Nghe - Tinh... Not only displaying on site, museums have coordinated with localities in the province to organize mobile exhibitions, scientific seminars, cultural exchanges among students with historical witnesses, organize competitions to learn about famous people, about the history of the homeland... contributing to educating historical and cultural traditions to the public, especially students. The progress of building records and ranking relics is increasingly accelerated. On average, 17-18 relics are ranked each year. The system of relics - scenic spots, museums in the province are attractive cultural - historical tourist destinations, annually welcoming tens of thousands of domestic and foreign visitors to visit, research, and participate in spiritual and cultural activities.
Mr. Hoang Minh Truyen - Director of Nghe An Museum, said: Currently, the Museum not only stops at on-site research activities but also has the responsibility of providing professional guidance on research, protection and promotion of relics in 20 districts, cities and towns. From remote mountainous districts to midland and plain districts, there are museum staff everywhere to meet witnesses, research historical sites, and collect artifacts. The success of the collection campaigns and the results of the cooperation with German and Japanese experts in archaeological excavations in Lang Vac, Dong Mom, Hong Long, Ru Ta, Ky Hoa, Nghi Xuan... have brought the Museum thousands of valuable artifacts and documents. The Museum has built a warehouse to preserve more than 10,000 artifacts and documents. Establishment of Nghe An Cultural Heritage Association
As the state management agency of culture, the Department of Culture, Sports and Tourism has made many efforts from management, direction, guidance to propaganda and mobilization of the entire population to participate in preserving and promoting the cultural heritage of the homeland. Under the direction of the department, the affiliated units (5 Museums - relics, Folk Song Theater - now the Center for Preservation & Promotion of Nghe An Folk Song Heritage, Folk Arts Association) together with the system of district traditional houses, grassroots traditional rooms have done a good job of preserving and promoting cultural heritage.
However, the work of preserving and promoting cultural heritage in the province still has many shortcomings. Many types of intangible cultural heritage, especially those of ethnic minorities in mountainous areas, are at risk of being lost. The degradation of relics is still at an alarming level. Many relics (especially village communal houses) are not cared for (including the government and the people), so some have been erased, some have become market places, some have become places to keep buffaloes and cows... The promotion of the value of traditional festivals is still limited. Regular funding for preventing the degradation of relics in localities is still limited. The encroachment and violation of relics and scenic spots have not been completely overcome. The phenomenon of illegal construction and restoration of relics against principles, causing the relics to be deformed, still exists. There is even a situation of falsifying records leading to the recognition of recognized relics being revoked. The problem of digging and stealing antiques here and there still exists. Conditions on technical facilities, staff quality, and policies in the heritage sector have not been met in a timely manner. The general survey of intangible cultural heritage has just begun to be implemented, so it is difficult to plan the conservation and promotion of the province's cultural heritage. Due to the large volume of cultural heritage, conservation is difficult, and it is inevitable that many types of cultural heritage will be lost...
