Nghi Loc is a locality with many favorable conditions for vocational training and job placement for rural workers. Currently, the district has 3 industrial parks (Nam Cam, Truong Thach, Dong Tro) with many factories, enterprises and craft villages. Moreover, Nghi Loc is located close to Vinh City - the economic and cultural center of the province. These can be considered attractive "addresses" for workers to have access to jobs after completing vocational training. Mr. Nguyen Van Ba, Head of the district's Department of Labor, Invalids and Social Affairs, said: For many years, in addition to job placement for workers in companies, the district has also linked up to create jobs for students studying small-scale handicrafts, solving on-site employment.

Although not having favorable conditions like Nghi Loc, Yen Thanh is also one of the districts that has done quite well in vocational training for rural workers associated with job creation. As a purely agricultural district, with nearly 280,000 people, the locality has 1,300 more young workers every year. Aiming for skilled workers with stable and long-term jobs, in recent times, Yen Thanh district has cooperated with many companies and enterprises to provide vocational training for rural workers. Mr. Tran Van Tuan, Engineer - Principal of Yen Thanh Agricultural and Industrial Technical Vocational College, said: Over the past years, the school has trained thousands of skilled students, most of whom have stable jobs. Since the beginning of 2011, the school has introduced jobs twice for nearly 40 students to work at a number of companies in the South and the North. Some companies have placed labor orders at the school such as Vietnam Machinery Installation Corporation, Song Da Corporation, etc.
Through research, it is known that there are not many localities that have done a good job of vocational training for rural workers such as Nghi Loc and Yen Thanh in our province, but most of the vocational training facilities in the localities are "teaching what we have, not what the market needs" and after training, they leave the workers to find jobs on their own. Mr. Phan Sy Duong, Deputy Director of the Department of Labor, Invalids and Social Affairs shared: In order for rural workers to have jobs after finishing their studies, it is necessary to expand vocational training models under contracts with links between 3 parties: That is, the state management agency for vocational training (departments, branches, districts, cities); vocational training facilities (district-level vocational training centers, secondary schools, vocational colleges, etc.) and employers (companies, enterprises, craft villages, etc.). The expansion of this linkage model both creates conditions for opening vocational training classes according to demand and ensures that workers will have stable jobs after completing vocational training. In particular, to attract more farmers to vocational training, the State needs to continue to implement measures: after completing vocational training, farmers will be given preferential loans to apply what they have learned. Mr. Nguyen Xuan Quang, Chairman of the Farmers' Association of Nghi Loc district, said: For farmers, vocational training classes should not only be organized at schools and vocational training centers, but should also be organized in each commune and hamlet. In particular, it is necessary to pay attention to vocational training for farmers in remote communes because these are areas where travel and accommodation conditions for students are still very difficult. In addition, vocational training in rural areas needs to be linked to the implementation of the "One village, one profession" program that is being implemented, and vocational training for workers in existing craft villages is needed to maintain and improve quality, meeting market demand. At the same time, it is necessary to "transplant" jobs for localities that do not have jobs, to develop small-scale handicrafts, creating conditions for local people to take advantage of their free time, increase income, and stabilize their lives. It is necessary to proactively and actively grasp information about the labor market inside and outside the province, to have a basis for arranging appropriate training structures, strengthening cooperation with businesses to organize training according to the address of labor use, ensuring employment after vocational training, helping rural people develop the economy in a sustainable way.
