In order for Nghe An to become a high-tech medical center of the North Central region, the Provincial People's Committee has issued a Decision approving the Planning of the medical examination and treatment network (KCB) of Nghe An province for the period 2011-2020. Accordingly, in addition to organizing the KCB network at the commune and district levels, at the provincial level, it is necessary to continue to consolidate and develop existing hospitals, and at the same time establish new hospitals and centers with beds.

By 2015, according to the plan, our province will have about 50 hospitals, medical centers, and specialized centers with beds with a total of 7,620 beds, reaching a minimum ratio of 25 beds per 10,000 people. By 2020, there will be 54 hospitals, medical centers, and specialized centers with beds with a total of 9,930 beds (currently 5,104 beds), reaching a ratio of 30 beds per 10,000 people.

Accordingly, at the provincial level, on the one hand, existing hospitals will be consolidated and developed, and at the same time, hospitals and medical centers with beds will be established. Specifically, the Friendship General Hospital with 700 beds will complete construction investment in Nghi Phu commune - Vinh city, by 2015, fully develop departments and rooms and fully perform the functions of a grade 1 hospital. The Mental Hospital, Tuberculosis and Lung Hospital by the end of 2012 will complete upgrading and repair, perform patient care and treatment with specialized techniques, and form a command room associated with the hospital's activities. The Endocrine Hospital by 2015 will complete a 150-bed hospital at location No. 11, Mai Hac De street - Vinh city, fully develop the expertise of a grade 2 specialized hospital. The Traditional Medicine Hospital continues to invest, upgrade, repair, and renovate existing facilities, develop expertise and techniques to meet the standards of a grade 1 hospital, provide professional support for lower levels, and at the same time be a practice facility for traditional medicine for training facilities in the province; by 2015, complete the project to build a complete Oriental Medicine Hospital with full functions of examination, treatment, and convalescence at the new location. Cua Lo Nursing and Rehabilitation Hospital gradually prioritizes the development of rehabilitation treatment techniques and drug-free treatment methods. Specialized centers with beds such as the Center for Reproductive Health Care, Eye, and Center for Malaria-Parasite and Insect Prevention continue to consolidate and develop in the direction of merging to form specialized hospitals.

Hospitals and medical centers with beds that are being and will be established include: Obstetrics and Pediatrics Hospital based on the merger of the Pediatrics Hospital, the Obstetrics Department of the General Hospital, and the Provincial Center for Reproductive Health Care. By the end of 2012, it will take over the facilities of the current Provincial General Hospital, developing to meet the technical standards of a grade 1 hospital with a scale of 600 beds. Vinh Medical University General Hospital, based on upgrading and expanding the current general clinic of the University, will become a practice hospital with a scale of 100 beds by 2015 and 200 beds by 2020. The Oncology Hospital with a scale of 500 beds will be built in Nghi Duc commune - Vinh city. In the period of 2010-2015, it will carry out activities within the premises of the Provincial General Hospital with a scale of 50 beds. By the end of 2015, it will take over the new facility. The 100-bed Eye Hospital at the new location of Nghi Phu commune is based on the upgrading and expansion of the Eye Center and the merger of the Provincial Friendship General Hospital's Eye Department. The 50-bed Hematology and Blood Transfusion Center is invested in and developed in association with the Provincial Friendship General Hospital to support the field of hematology and blood transfusion for medical examination and treatment facilities in the province. The 200-bed Orthopedic and Trauma Hospital and the Patient Emergency Transport Center will take over the current Children's Hospital's facilities based on the upgrading and expansion of the Provincial Friendship General Hospital's Trauma Department. The establishment of the 100-bed Cardiovascular Center is associated with the Provincial Friendship General Hospital based on the upgrading and expansion of the Cardiovascular Department of this hospital...

In addition, in the city, the province and the health sector will also prioritize investment and encourage the establishment of non-public specialized hospitals: Vinh International Maternity Hospital (currently under construction), Hospital of Dentistry and Maxillofacial Surgery, Hospital of Oriental Medicine, Hospital of Ear, Nose and Throat, Hospital of Dermatology...

Thus, Decision No. 97/2010/QD-UBND of the Provincial People's Committee has calculated from the perspective of planning a balanced, reasonable and harmonious development of the medical examination and treatment network, general and specialized hospitals, universal health care with specialized health care, modern medicine with traditional medicine to ensure convenient access for people to medical examination and treatment services. From here, priority is given to training and developing medical human resources, innovating hospital management mechanisms and methods to improve the quality of medical examination and treatment, effectively using existing technical infrastructure and medical equipment on the basis of implementing plans to receive and hand over medical examination and treatment facilities. The separation, merger and formation of specialized hospitals are also considered an inevitable rule of development, in line with the trend of the times, with the highest goal of meeting the increasing demand for medical examination and treatment of the people.
