Lesson 4: Ensuring conditions for industrial development

(Baonghean) -To achieve the goal of becoming an industrial province by 2020, there are still many issues that need to be addressed and resolved in the short and long term. Nghe An Newspaper records some opinions on this issue.

Need to develop industry in the direction of high technology

So far, our province has not had a breakthrough solution for industrial development, although in recent years the province has had many policies to attract investment. Therefore, there needs to be a breakthrough solution! Along with that, in the current situation of high credit interest rates, the province needs to research to have a credit policy to help businesses reinvest, develop production, create many products and commodities that are competitive enough in the market. Pay attention to promoting the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods", especially Nghe An goods, in all levels of government and people. Nghe An enterprises have not been able to become leading enterprises to attract other enterprises to develop together. Therefore, the province must focus on attracting investors with strong potential to invest in key industries. To do this, the province needs to be truly receptive to strongly improve the investment environment and raise the provincial competitiveness index because when investors and businesses want to learn about investment opportunities in a locality, the first thing they care about is the province's competitiveness index (CPI), not the potential and wealth of the locality.

Regarding the responsibility of the industry, advising on mechanisms and policies to remove difficulties and obstacles for investors, promoting trade promotion, creating conditions for products produced in the province to enter the market through mechanisms and policies such as supporting businesses to participate in fairs and promote products. Organizing to bring Vietnamese goods in general and Nghe An in particular to dominate the rural market, thereby gaining support and using domestic goods - where over 70% of the province's population is concentrated.

Need to pay attention to building infrastructure of industrial parks

Recognizing the importance of industrial parks, industrial zones, and economic zones for economic and industrial development, the province has planned and invested in the Southeast Economic Zone, the Bac Vinh, Nam Cam, Hoang Mai, Phu Quy, Dong Hoi industrial zones...; the industrial parks are located in most districts, cities, and towns, to attract industrial production establishments to concentrate production. The Southeast Economic Zone is identified as a key industrial and service area of ​​the province associated with Vinh City and Cua Lo Town, becoming one of the three key economic regions of the province (along with Hoang Mai - Dong Hoi associated with Nam Thanh - Bac Nghe and Phu Quy - Tan Ky associated with the Western region of Nghe An). Therefore, the province needs to focus on building the Southeast Economic Zone to achieve the set goals and requirements. The Provincial Party Committee and the Provincial People's Committee need to issue documents directing and urging sectors and localities to join in solving problems to accelerate investment in the construction of economic zones, especially in site clearance. The province also needs to focus on selecting investors with real capacity and strong potential to attract to the economic zone, limiting the situation of projects registering for investment but not implementing investment. In addition, it is necessary to focus on attracting investors to invest in the infrastructure of industrial zones.

Encourage businesses to invest in rural and mountainous areas

Nam Dan is one of the localities that has planned industrial development early on based on the advantages of each region since 2005 in the direction of using a lot of human resources, with little impact on the environment, including Nam Giang Industrial Park, Ru Bui, Cau Don.... Up to now, in Nam Dan, there have been many large industrial projects invested and put into production, such as the Sewing Thread Production Project of Hanoi Textile and Garment Company Hanoximax with a total investment of 1,500 billion VND; Export Garment Project of Korean enterprises with a total investment of 300 billion VND... The proportion of industry in the district's GDP has increased from 19% to 33%, and will exceed 40% in the next 5 years.

In my opinion, the province and districts need to choose the advantages of resources, labor resources, and geographical location to determine the development of key industries, especially rural districts, which need to prioritize industrial projects that attract a lot of workers, thereby shifting the economic structure, changing the labor structure, and increasing the proportion of industry in the economy. Focus on planning small and medium-sized industrial clusters, craft villages, and craft villages to become satellites for industrial parks and large industries. The province also needs to focus on researching how to encourage agricultural processing facilities in rural areas. There should be policies to encourage businesses to invest in rural and mountainous areas, creating even development between regions, meeting the requirements of industrialization, modernization of agriculture, rural areas, and new rural construction today.
