In recent times, Vinh City has been recognized in the planning of construction, adjustment and upgrading of large and small parks and flower gardens (Nguyen Tat Thanh Park, Nozzle Flower Garden, Quyet Mountain Park, Ho Chi Minh Square, Central Park...) in addition to contributing to creating a spacious, modern urban appearance, worthy of a type I urban area, the above works have been effective, meeting the practical needs of the people. However, the slow progress of some works and projects, along with the low capacity of state management of the investment and construction process, has led to many problems that make it difficult to implement construction according to the overall planning as well as each public work of the city. In particular, the most notable is the Cua Nam Lake Tourism and Entertainment Area.
On December 20, 1993, the Government issued Decision 603/QD. TTg approving the overall plan of Vinh City, including the entire relic site and facilities of Hop Duc Cooperative located in the Cua Nam Lake Park area, forming an entertainment area for young people, people of Cua Nam Ward, Vinh City and tourists. On September 4, 1997, the People's Committee of Nghe An Province issued Decision No. 3533/QD/UB on approving the Cua Nam Lake Entertainment and Tourism Area. If implemented on schedule, the Cua Nam Lake Entertainment and Tourism Area will truly be a source of pride, a public project that effectively serves the entertainment needs of people in Cua Nam Ward in particular and Vinh City in general. This will also be an important highlight for the Southwest gateway of the City, meeting the goal of tourism development, ensuring the "green criteria" for the city and being an ideal stopover for entertainment and relaxation for tourists when visiting Vinh City according to their sightseeing needs along the inner-city tourist route of Quyet Mountain Park - Cua Nam Lake.
Unfortunately, due to many reasons, up to now, the Cua Nam Lake Recreation and Tourism Area has not been invested in and built according to the plan. For that reason, first of all, the Vinh City government must consider the role of state management throughout the implementation roadmap of the plan approved by the Government. In other words, the deadlock in the construction of the above-mentioned project according to the plan since 1993 will be "unblocked" by the highest sense of responsibility of the City government and people in the spirit of respect for the law, maintaining state discipline for a common goal of building a heroic Red City worthy of a type I urban area and developing towards a central urban area of the North Central region. Regarding this issue, Nghe An Newspaper finds it necessary to provide more information to clarify questions related to the Cua Nam Lake Public Park Construction Project of the city government so that people can understand clearly. From there, support the policies of the state and local authorities.
The key issue is why has Cau Ram Church, which was granted land by the government to be built on a new location nearby since 1998 with the goodwill cooperation between the government, the parish and the consensus of the people in general, now given rise to such unwarranted reactions?
Historically, Cau Ram Church was built in Vinh in 1928, and in 1968 was completely destroyed by bombs during the war of destruction in Northern Vietnam caused by the US imperialists. Based on the proposal of the local government and the people, the Ministry of Culture and Information examined and installed a stele of evidence of American crimes at this collapsed communal house. Due to the physical conditions of the facilities no longer being able to be used for religious beliefs, the church decided to move religious activities to Trung Tien family church. In 1976, the Parish Council, the parish priest of Cau Ram agreed to transfer all remaining facilities (including a two-story house) to Hop Duc Cooperative to own and use for worldly purposes, as a production facility for building materials for the city for the common good. The transfer document was signed by Mr. Ba Dinh Loan - Head of the Cau Ram Parish Executive Committee with the amount of 13,000 (thirteen thousand Dong). This transfer was confirmed by the parish priest Nguyen Duy Thuong and confirmed by the Executive Committee of Quarter 2 (Cua Nam Ward) signed by Mr. Tran Van Chuong on October 12, 1976. The transfer money was used to repair churches in the parish and focus on repairing the Trung My - Hung Vinh church to move the parish center here. From then on, Hop Duc Cooperative received the facilities of Cau Ram church and used it for the purpose of trading in construction materials. By August 1995, implementing the master plan approved by the Government in 1993 and Decision No. 3533 QD/UB dated July 4, 1997 of the Provincial People's Committee on approving the Cua Nam Lake Tourism and Entertainment Area, Vinh City People's Committee allocated 720 million VND to compensate Hop Duc Cooperative to carry out site clearance and assigned the People's Committee of Cua Nam Ward (Vinh City) to directly manage the above land to build a public park.
Regarding the construction of Cau Ram Church, since 1992, Vinh City People's Committee has issued an official dispatch proposing to consider granting land for the parish to build a church. In June 1993, the Provincial People's Committee issued Official Dispatch No. 661 CV/UB in response to Vinh City People's Committee agreeing to grant land to build a parish church at the location of the electromechanical enterprise in Doi Cung Ward. (The parish committee also directly received this notice). After that, considering the wishes of the parishioners and the recommendations of the People's Committee of Cua Nam Ward and Vinh City, the Provincial People's Committee together with the city government surveyed and introduced two other locations with favorable conditions to build Cau Ram Parish Church, which would both contribute to beautifying the landscape of the ward and be convenient for parishioners to perform worship without affecting the overall planning of the city. Those are the Tam Dong ice cream shop land and the Vom warehouse land of Construction Company 1 for the parish to choose. Bishop Tran Xuan Hap and Priest Nguyen Van Khoi, the parish priest of Cau Ram, on behalf of the parishioners, chose the location of the Vòm warehouse managed by Construction Company 1 to request the province to grant land for the parish to build a church. On June 8, 1998, Vice Chairman of the Provincial People's Committee Hoang Tat Thang, together with the Head of the Provincial Government's Religious Affairs Committee, Chairman of Vinh City People's Committee and specialists from the Provincial People's Committee office had a meeting with Bishop Tran Xuan Hap and Vice Bishop Cao Dinh Thuyen, Bishop's Palace of Doai Commune, Vinh Diocese. At the meeting, the two bishops agreed with the province's settlement policy. After the meeting, on June 16, 1998, the Provincial People's Committee issued Official Dispatch No. 1098 CV/UB agreeing to the location of the Vòm warehouse that the Bishop's Palace and the parish had chosen as the place to build a church (according to the submission dated April 14, 1998 by Priest Nguyen Van Khoi). Next, the Provincial People's Committee issued Decision No. 2575/QD/UB dated July 17, 1998 approving the compensation plan for the land clearance of the Vom warehouse to build Cau Ram church; Decision No. 2954/QD/UB dated July 18, 1998 on handing over to Cau Ram parish 8,183m2 of recovered land to build a new church; Decision No. 432/QD.UB-TG allowing Cau Ram parish to build on the designated location at the new Vom warehouse land. On February 1, 1999, the Provincial People's Committee continued to issue Decision No. 564/QD/UB handing over an additional 2,622.4m2 for use in the construction of Cau Ram church (the land use right certificate was issued on October 20, 2003 in Decision No. 1037/QD.UB). For the past ten years, the church has been put into stable religious activities by the parishioners in block 6A, Cua Nam ward.
Talking with Father Hoang Sy Huong - parish priest of Cau Ram about issues related to the Project of building a public park. The priest said: Firstly, to resolve the reactions of parishioners in the parish towards the City government regarding the construction schedule of the above project, it is necessary to resolve complaints according to the law; secondly, no project that is not for religious purposes must be implemented; thirdly, the government must return the land to Cau Ram parish. However, the priest also said that he personally cannot decide everything. With the above opinion of the Priest, of course, both Priest Hoang Sy Huong and all of us understand very clearly that: the subjective views and opinions of each individual cannot be the legal basis to solve problems related to land use rights or the implementation of projects and planning of the State, but the role of the government, the bishopric and the legal basis will be the main principle for all organizations and citizens to have the spirit and obligation to respect the law of the State, and accompany the nation.
Thus, the current problem is: First, in addition to adjusting and strengthening state management in the investment and construction process, the Vinh City government needs to continue to consider and make efforts to resolve people's questions through meetings with people and through written responses in accordance with the law. Second, it is necessary to publicize and make transparent information and policies related to the city's socio-economic development policies and plans so that people can grasp and voluntarily comply. Third, the land area for the construction of the Cua Nam Lake Entertainment and Tourism Area according to the approved planning of the Government and the Decision of the Nghe An Provincial People's Committee for the benefit of the people cannot be changed. Fourth, the request for the government to return the land to Cau Ram parish is baseless and of course violates state law. Because the land belonging to the Cua Nam Lake Tourism and Entertainment Area project was recovered by the Government from Hop Duc Cooperative according to Decision No. 1226/QD-TTg dated December 24, 1999.
Thus, the responsibility of the City government and the common duty of the people in this matter is to soon find a solution to proceed with the construction of the Cua Nam Lake Tourism and Entertainment Area in accordance with the approved planning, meeting the entertainment and relaxation needs of the people in general and promoting long-term socio-economic efficiency. The views that there are land disputes related to the project to build a park in the Cua Nam Lake area are unfounded, because it is a public project serving the entertainment and recreation needs of the people built on land under the management and use of the state.
