Faced with the increasing number of dog thefts, on September 1, 2012, Vinh City Police established Project 912C with the determination to destroy dog theft rings in the area. After more than 3 months, Project 912C is nearing its end. To date, at least 2 dog theft rings and 2 dirty dog consumption rings have been caught. At the consumption ring in Vinh market, some dirty dogs have been butchered and put in freezers!
As in some districts and towns in the province, Vinh City has seen frequent dog thefts and robberies in recent years. There have been dozens of cases a day. Dog thieves are very aggressive, when discovered they threw beer bottles and used knives and swords to slash people, causing injuries. At the same time, there have been many cases where dog thieves were caught by the people, burned cars, beaten, and some were beaten to death, causing negative public opinion. Faced with this situation, the City Police have directed the Criminal Police Team to focus on fighting dog theft. Through initial understanding of the situation, the Criminal Police Team established a Project codenamed 912C with the coordination of general investigation teams, economic teams, traffic police, etc. to detect and arrest subjects who stole dogs.
After establishing Project 912C, the Project Board identified the difficulties in solving the case to find a method of implementation. The biggest difficulty was identified as identifying the victim. Because identifying the victim will provide information about the identity, characteristics, means and tools used by the dog thieves to commit the crime. One difficulty identified by the Project Board was that most of the dog thieves reside outside the city, and the act of stealing dogs is usually from around 4am to nearly 6am, during which time people are sleeping and few passersby detect it. At the same time, the acts of stealing dogs are often carried out very quickly. When detecting a dog, they drive close, use a noose to pull it hard and drag it a short distance, then pick up the dog, use tape to tightly wrap the dog's mouth, put it in a bag and take it away. From the identified difficulties, Lieutenant Colonel Mai Chien Thang - Deputy Chief of the City Police, Head of the Project Steering Committee held a meeting to direct the undercover detective teams to identify the subjects.
Receiving the mission, the reconnaissance teams of 15 soldiers set out. Every 3 o'clock, the reconnaissance teams set out to residential areas with many dogs to ambush and monitor suspicious subjects in order to establish their portraits and methods of operation. Sometimes when they discovered suspicious subjects, the reconnaissance teams secretly followed them in many places, sometimes around the city, sometimes they had to follow them into the districts of Nghi Loc and Hung Nguyen... After a whole month of undercover surveillance, the reconnaissance teams identified the dog-stealing gangs, their methods of operation, the tools they used, the addresses where they stole dogs and the subjects' homes. The police agency summoned Pham Van Manh and Nguyen Dinh Quynh for questioning. Faced with undeniable evidence, Manh and Quynh were forced to admit their actions. On that basis, the city police issued an emergency arrest warrant for the other subjects in the gang.
Vinh City Police have arrested two dog-stealing gangs. The first gang had two subjects, including: Dinh Quoc Thien (born in 1985), residing in Hamlet 6, Hung Thinh Commune, Hung Nguyen and Pham Trong Dung (born in 1975), residing in Hamlet 1, Hung Phu Commune, Hung Nguyen. Through investigation, Thien and Dung confessed to having stolen dogs more than 30 times in the city and surrounding areas. After a long time, the police only found 10 victims. The second gang, the police discovered had seven subjects, including: Pham Van Manh (born in 1991) residing in My Ha Hamlet, Hung Loc Commune (Vinh City); Nguyen Dinh Quynh (born in 1987) residing in Hamlet 14, Nghi Lien Commune; Ho Anh Son (born in 1982) residing in Block 11, Ha Huy Tap Ward (Vinh City); Phan Van Ha (born in 1982) residing in Hamlet 2A, Hung Dao Commune (Hung Nguyen); Le Van Binh (born in 1985) residing in Hamlet 19, Nghi Trung Commune (Nghi Loc District); Phan Nguyen Truc (born in 1985) residing in Hamlet 2A, Hung Dao Commune (Hung Nguyen); Nguyen Dang Van (born in 1979) residing in Block 1, Hong Son Ward (Vinh City).

Among them, Nguyen Dang Van was the subject who consumed the stolen dogs. The city police did not prosecute Van for consumption but prosecuted him as an accomplice with the dog thieves because during the investigation, it was clear that he played a role in helping the dog thieves to steal, not just consume. They confessed to committing over 200 dog thefts and robberies in the city. The police have found 30 victims in this dog theft case. So far, all 9 subjects have been temporarily detained and prosecuted; of which 4 subjects were additionally prosecuted for intentionally causing injury to the victim.
According to the detectives who carried out Project 912C, the activities of the dog thieves were very sophisticated. The police had to persistently monitor, find evidence, and identify the consumer group before they could force them to admit that their dog theft was very organized. The police clarified that at the Ngoc Linh dog kiosk in Block 1, Hong Son Ward (in the dog and cat selling area, Vinh market), Nguyen Dang Van was the subject who specialized in buying and selling stolen dogs. In the kiosk, there was a room to store frozen dogs, including two freezers containing many butchered dogs. This room was also the place to store the tools for stealing dogs, including dog stealing equipment, protective clothing, masks, etc. Like other dog stealing groups, these 7 subjects went in two pairs every day, each pair of two subjects riding a motorbike to catch dogs. Before stealing dogs, they went to the Ngoc Linh kiosk to change clothes and take away the dog stealing tools.
After catching the dog, they sold it to Van, and changed into their normal clothes to go home without bringing them from home. The means they used were two Sirius motorbikes with fake license plates, a snake skin, a dog fishing rod, a roll of tape, two swords and several beer bottles… The swords and beer bottles were used to fight back, slashing the victims or people who discovered them.
We contacted Mr. Le Dinh Thanh, a local resident who was seriously injured by the group of dog thieves: Son, Binh, Truc, Manh at nearly 6am on July 27, 2012. Mr. Thanh recounted that while exercising, he discovered that they were dog thieves. He shouted for help, but because it was early in the morning, no one came out. When he returned home, they followed him and threw bricks, stones, and beer bottles at his house, breaking the glass door. When he came out, all four of them jumped in and slashed him with swords (17% permanent disability). Up to now, the most serious wound on his hand has not healed, and his hand is difficult to bend and stretch. Mr. Thanh gave a "reason" that sounds simple, but is reasonable: the best way to stop dog theft is for people not to eat dog meat. Because, without a place to sell the dogs, they have no use for catching them. Mr. Thanh said: “I used to eat dog meat, but from that day until now, my whole family absolutely does not eat dog meat anymore…”.

Indeed, after days of closely following the "hot spots" related to dogs, from the information that the ringleaders, buyers, dog meat shop owners "accidentally" revealed and the special projects of Nghi Loc District Police, Vinh City, we see that Mr. Thanh's opinion is also an effective method. Dirty dog meat is present in many places and although it does not happen immediately, it will certainly affect the health of consumers. At the same time, the evil of dog theft causes disorder and insecurity, causing bad public opinion. Therefore, in addition to the need for police agencies to make more efforts in cracking down on dog thieves and dog consumption rings, people need to unite to condemn dog thieves, not letting brave people have to fight alone against dog thieves like Mr. Le Dinh Thanh. And, consumers need to be careful with dirty dog meat.
