MANY ACTIVITIES TO ENCOURAGE YOUTH
Currently, Nghe An province has more than 700,000 union members and young people, accounting for nearly 25% of the province's population, however, the employment rate and stable employment rate is about 60%. Each year, the province's universities, colleges and intermediate schools train 19,000 - 20,000 students, the number of unemployed graduates is currently about 20,000 people. In recent years, youth support activities have been focused on building an innovative startup ecosystem.

Competition "Ideas, Startup projects among youth in Nghe An province” has become an annual activity to discover, nurture and train high-quality human resources. From this activity, it has inspired and motivated young people to be confident in working, producing, and striving to become rich legitimately in their homeland. Thereby, increasing support and replicating effective youth economic models in the locality; reviewing and selecting projects that have won high prizes in vocational competitions to focus resources on supporting and developing them into sustainable models.
From these meaningful programs, each year dozens of union members and young people have created effective startup ideas. In Kim Lien commune, Nam Dan district, entering April and May is also the lotus blooming season, the production and business activities of the Sen Que Bac Cooperative owned by the 9X "owner" Pham Kim Tien are also bustling in the harvest season. Pham Kim Tien's Sen Que Bac Cooperative is one of the outstanding economic models of union members and young people of Nghe An in 2023.



When it comes to successful start-up models, in addition to Uncle Ho's lotus, other models include: The fish sauce model of Ms. Phan Thi Hong Thoa - Secretary of the Youth Union of Block 3, Nghi Hoa Ward, Cua Lo Town; the fish cage farming model of member Nguyen Van Thanh - Dong Tien Block, Nghi Thuy Ward, Cua Lo Town; the melon growing model in a net house of young man Nguyen Chinh Son - Dong Son Hamlet, Nghi Yen Commune, Nghi Loc District... These are effective start-up economic models, generating high revenue of billions of VND/year and creating jobs for dozens of local workers.
In addition, the Youth Union and Association at all levels in the province have also built many meaningful programs to help students, union members and young people have the opportunity to access investment capital and seek start-up opportunities such as: Awarding and introducing students with the title of "5 Good Students", "January Star" at universities and colleges to businesses in the area; organizing short-term vocational training for students; coordinating with the Department of Labor, War Invalids and Social Affairs, vocational centers to organize vocational training for union members and young people such as: garment making, bamboo and rattan production for export, shrimp farming, brocade weaving, veterinary medicine, carpentry, mushroom growing, planting raw materials... suitable to each actual condition in each locality and unit...

Joining hands to encourage union members and young people to start businesses is the participation of the Nghe An Province Youth Development Support Center. The Center has developed and issued a project to establish the Nghe An Province Youth Startup Club. This club has promoted the role of connecting union members and young people with will and aspirations.economic development, also exchange and support each other to boldly start a business. In particular, the important support implemented by the club is to approach and deploy youth economic development models on the application of science and technology, green production economic models, production of environmentally friendly products... From there, the contents regularly exchanged through this club's activities are often technical instructions on farming, preservation according to hygiene and food safety standards for production, cultivation, livestock, and food processing facilities owned by young people. Improve the quality and efficiency of youth cooperatives, exhibit youth start-up booths, transfer technology, and reduce poverty for cadres, union members, and young people.

At other specialized units such as the Phuc Son Social Labor Education Center, vocational training for post-addicts is also focused on. Mr. Le Tien Dung - Director of the Center said: Every year, the Center receives and trains nearly 100 post-addicts, with main occupations such as: carpentry, gold plating, welding... The Center's products are sold in many places and contribute to helping students after leaving the Center have a profession to find a job, increase their income and promote the spirit of entrepreneurship to get rich of reformed youth.
In 2023, Nghe An province has 02 union members receiving the Luong Dinh Cua Award presented by the Central Committee of the Ho Chi Minh Communist Youth Union for their outstanding achievements in business and production, actively contributing to the socio-economic development in the locality, namely Ms. Tran Thi Hong Tham - Director of ABACA Vietnam Co., Ltd. (Quynh Luu district) and Mr. Pham Van Tuan - Director of Me Nam Nghia Cooperative (Nam Dan district).
REMOVING DIFFICULTIES, PROMOTING SUPPORT POLICIES
In the process of accompanying union members and young people to develop business and implement creative startup ideas, the Youth Union chapters at all levels as well as the Party Committee and Nghe An government have grasped the difficulties and obstacles that need to be supported to resolve for this force. At the same time, they have maximized the effectiveness of mechanisms and policies to encourage union members and young people to start businesses.
Therefore, every year, the Provincial Youth Union coordinates with departments, branches, and local authorities to organize dialogues between provincial leaders and young people to grasp, listen to the thoughts, aspirations, recommendations, and proposals of young people in many fields, especially in the field of economic development and accompanying young people in starting and establishing businesses. For example, at the Dialogue Conference between provincial leaders and young people in March 2023, among many discussion contents, issues on economic development, policies and mechanisms to facilitate and encourage union members and young people to innovate and start businesses accounted for the majority of questions.

For example, member Pham Van Long - Chairman of the Youth Club for Economic Development of Tan Thanh Commune (Yen Thanh) at this conference expressed his wish that sectors and localities would guide and support young people more in promoting policies on converting land use purposes to build economic models, farms, and family farms. Responding to the opinion of member Pham Van Long, the Chairman of the Provincial People's Committee said that he would direct sectors and report to the Provincial People's Council to create the most favorable conditions for converting land use purposes, including converting rice land and agricultural land to build models and open youth farms.
Currently, a reality that greatly affects the development of production, business and startups in the locality is the frequent fluctuation of union members and youth, mainly due to the majority of young workers going to work far away.
After graduating from high school, or even secondary school like in our mountainous districts, most of the union members and young people leave their hometowns to find jobs in other localities. This causes a shortage of local labor force. Factors for activities as well as starting a business and doing business are also limited.

Not only in Ky Son district, the fact that young workers leave their hometown to work far away is a common situation in districts and towns in Nghe An. Therefore, through dialogue and exchange conferences between levels and sectors with union members and youth, in labor career fairs, the orientation of union members and youth to find jobs in industrial parks and economic zones in the province and district is also of interest to all levels and sectors.
In addition, the actual source of loans to meet the needs of young people to start a business is not much, each model can borrow from 50 - 100 million VND. Therefore, investment is also limited, especially high-tech investment in production and business of economic models among young people is not much.
“Although the production and business process has initially been favorable, there are still many difficulties, such as capital, renting premises... There should be forums for dialogue, youth start-ups, and career establishment between young people and business owners, those who have started and are starting a business; encourage start-up ideas for students while they are still in school. Support and open basic knowledge classes on economic and financial law for local youth. There should be forums for dialogue, youth entrepreneurship, and career establishment between young people and business owners, those who have started or are starting businesses; encouraging startup ideas for students while they are still in school.

To promote the spirit of entrepreneurship among union members and young people, Ms. Nguyen Thi Phuong Thuy - Deputy Secretary of the Provincial Youth Union suggested that it is necessary to build a mechanism to create a link between production and consumption to support young people to start businesses and establish businesses in the locality. There is support and job orientation for the following subjects: young soldiers returning to their localities after completing their military service, young people returning to their localities after working abroad, young people returning to reintegrate into the community after completing their prison sentences. Policies to replicate pilot economic development models for young people in the locality to develop their potential and regional advantages, thereby creating sustainable livelihoods. In particular, there are solutions to create conditions for young people to borrow more preferential loans to start businesses.
Every year, the Provincial Youth Union Standing Committee conducts consulting activities, recommends startup policies for young people, organizes the Youth Startup and Innovation Forum. In 2023, the province had 6 conferences organized by the Youth Union; 35 youth innovation forums attracted 4,500 young people to participate. There were 9 ideas and initiatives of young people supported for implementation with an implementation support value of nearly 400 million VND; 18 initiatives and creative solutions in labor, production and business with a profit value of 800 million VND.
