10 years ago, Hung Tan was the first commune in Hung Nguyen district to mobilize people to complete the construction of 100% of rural roads with concrete. Up to now, responding to the movement "All people join hands to build new rural areas", "people's strength" in Hung Tan has once again been strongly raised. Immediately after the launching ceremony, with the special attention of the Party Committee, the government, and the participation of the entire political system, Hung Tan considered the construction of new rural areas as a top priority task. To successfully build a new rural commune, the most important thing is to come from the people's hearts, to promote the combined strength of the masses. Coming to Hung Tan today, to the central area, you will travel on a 12m wide inter-commune road, clean and beautiful. With the motto "The State and the people work together", with the mechanism of the State supporting 100% of cement, people contribute money to buy the remaining materials and labor days. As a purely agricultural commune, people's lives still face many difficulties, but in 2012 alone, each person in Hung Tan voluntarily contributed nearly 2 million VND to invest in building public works, not to mention thousands of working days.
Empower the people
Not choosing the same direction as Tam Quang, Thach Giam commune (Tuong Duong) decided to take income criteria as the key task to propose solutions to improve the material life of the people. With favorable terrain surrounding Hoa Binh town, the commune focuses on building economic development models in the direction of commodity production. Based on land conditions, traffic, and production level of the people, the commune did not invest widely but in clusters and villages. Identifying household economy as the main one and thereby creating a premise for general economic development for the whole commune, it should invest in each household so that people can escape poverty. For example, Cay Me village has a movement to raise pigs for meat, Thach Duong village raises goats, Nung village grows vegetables, Chan village grows red bananas, Nhan, Lau, Mat villages raise cows and grow grass...
Thanks to good propaganda work, in the past 3 years, the rate of people clearing forests to make fields has decreased from 80% to 30%. People have developed peanut and bean cultivation, and raised goats, cows, chickens, etc. Thanks to reasonable policies, the income of people in the commune has increased significantly in the past 3 years. In 2010, the average income per capita was only 4 million VND/year, but by 2013, this figure was 13.7 million VND. Mr. Kha Tan Nguyet, Thach Duong village (Thach Giam) is 1 of 7 households participating in the model of raising goats in captivity. Initially, he received 3 goats, but now the total herd has increased to 8, some of which can be sold to traders. Mr. Nguyet confided: Up to now, my family has raised goats, but due to lack of capital and lack of science and technology, the goats were left free-range on the fields, so they developed slowly and died. Thanks to the support of the State, the family has an additional job of raising goats and the income that goats bring is currently very high.
In order to increase farmers' income to achieve criterion number 10 (income) and criterion number 12 (labor structure), in the past 3 years, Phuc Thanh commune has focused on building production models for people to participate in learning. In addition, the commune has promoted the development of production forms by encouraging, supporting and creating conditions for 2 incense-making villages and 1 cooperative to operate effectively, creating jobs for hundreds of idle workers, increasing income. With the characteristics of a purely agricultural commune, mainly relying on rice, the commune has built a model of F1 hybrid rice production and many other demonstration models. In addition, the commune has also built a medicinal herb production model on an area of 1 hectare, and a model of improved intensive rice cultivation (SRI) on an area of 50 hectares. However, to achieve the above results, the commune previously focused on promoting land conversion with the criteria of one hamlet per area, one household per plot. During the implementation process, the commune linked the planning of rice fields with the planning of new rural construction.
This is both the basis, premise and measure for the commune to mobilize people's contributions and external financial resources. If the people want to have high consensus, it is necessary to ensure benefits and convenience in production. Therefore, when developing a conversion plan, the commune will plan each field close to the residential area of that hamlet. Encourage fathers and children, siblings or groups of households to gather in a concentrated area. In the process of land allocation in the field, the commune relies on the form of lotting for households with 1 plot and lotting for households with 2 plots on the principle of correct lotting and correct area. These are the premises for the commune to plan large areas, in which households have the same farming practices and the same seed sources to build large model fields for high income. Mr. Dinh Van Duong, Chairman of the Commune People's Committee, said: To mobilize people's strength, first of all, it is necessary to increase people's income. Therefore, the commune has actively used capital to implement these two criteria. Thanks to that, people's income has been constantly increasing. In 2011, income reached 17.4 million VND, in 2012 it increased to 20.9 million VND and by 2013 it reached 24.65 million VND/person/year.
To improve the efficiency of production value per unit area, one of the important solutions is to "join hands" with enterprises to implement agricultural models for commodity production. In Tan Ky district, 110 hectares of agricultural land have been used by Vintechco Duc Viet Investment Joint Stock Company in collaboration with local people to implement a model of growing hot peppers for export to the Korean market. Of which, 30 hectares are in Tan Long and Tan Phu communes, where the company has invested in seeds, fertilizers and technical support for farmers. After the products are available, the company will purchase 100% at a price of 5,000 VND/kg. In Nghia Binh and Nghia Dung communes, the company has leased 80 hectares of land and carried out all stages.
The company also hires people to do tasks such as weeding and harvesting for 120,000 VND/day. After 7 months of implementation, the model is showing good results when each sao of chili can harvest 4 - 5 quintals of fruit. It is expected that with an area of 110 hectares, the company will harvest about 800 tons to export to the Korean market. Mr. Nguyen Van Phuong - Vice Chairman of Nghia Dung Commune People's Committee said: Not only does it increase the value per unit area, thereby increasing people's income, but the association with enterprises has changed the habit of fragmented and backward production, instead, people are familiar with scientific and technical advances.
In addition to the above bright spots, in practice, there are many localities with good and creative ways to achieve high efficiency in the New Rural Construction Program. It is undeniable that these localities had favorable conditions before starting to build the New Rural Construction Program, but without the dedication, dynamic and creative thinking of the leaders, along with the consensus and joint efforts of the people, it would be difficult to achieve the above results. In building the New Rural Construction Program, the natural conditions, population, and customs of each locality are different, so learning and following good practices also needs to be creative to suit the characteristics of each locality. However, regardless of the direction and method chosen, the Party Committee and local authorities need to clearly keep in mind the core and sustainable goals of the New Rural Construction Program. This is a long-term, comprehensive program, inheriting and promoting, so it cannot be hasty, formalistic, and chasing after achievements. All success or failure depends largely on the people's strength and whichever locality knows how to strengthen the people's strength and then mobilize them, then the path to building the New Rural Area will be sustainable.
On March 24, speaking at the conference to review 3 years of implementing the New Rural Development Program, Deputy Prime Minister Vu Van Ninh emphasized: The main goal of the New Rural Development Program is to develop sustainable agriculture and rural areas, improve the lives of rural people (accounting for 70% of the country's population); must pay attention to the real interests of the people, both spiritual and material, promote the role of the people as masters, let people do and supervise themselves; when planning, localities must take into account large-scale production, with connections from commune to district and province. It is necessary to apply high technology to production, replicate new and effective production models such as linkages between farmers and farmers, between farmers and cooperatives or enterprises; linkages in production - processing - consumption of products, avoiding the situation where goods produced cannot be consumed. |
