Relevant agencies, units, and localities are responsible for answering the questions. If the departments, offices, and functional branches do not answer fully, the vice chairmen in charge of that field must answer. If the vice chairmen do not answer fully, the chairman of the district People's Committee must answer. All questions and answers are recorded in a complete and systematic manner, and broadcast on television for voters to follow and monitor.
