The Provincial Party Executive Committee gave comments on the content of the Report summarizing 10 years of implementing Conclusion No. 20 of the Politburo.

(Baonghean.vn) -This afternoon, April 5, under the chairmanship of comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the 21st Conference of the Provincial Party Committee, term XVII continued its regular meeting.

The conference listened to and commented on the content of the Summary Report on 10 years of implementing Conclusion 20 of the Politburo on Nghe An. After 10 years ofimplementing Conclusion 20-KL/TU dated June 2, 2003 of the Politburo and Resolution of the 17th Provincial Party Congress, Nghe An's economy continues to grow well and shift in the right direction. The socio-cultural fields have made progress, the material and spiritual life of the people has gradually improved, national defense and security have been maintained, social order and safety have been ensured and there have been many positive changes.

However, Nghe An is still a poor province, the economic growth rate has not reached the set target and is not sustainable; accumulation from within the economy is still low; economic structure is slow to shift; unemployment is still large; crime and drug abuse are still evolving and potentially complicated; the lives of a part of the people, especially in remote and isolated areas, are still facing many difficulties; some places in special areas still have potential factors that can easily cause instability in security and order. Administrative reform and leadership capacity have not met the requirements.


Also in the afternoon, the Conference heard a report on the socio-economic development situation, national defense and security in the first quarter of 2013 and tasks for the second quarter of 2013.In difficult conditions, the economic growth rate in the first quarter is estimated to be low, nearly 5%/7-8% of the plan. Of which, agriculture, forestry and fishery increased by 5.91%; industry and construction increased by 1.51% (industry alone increased by 3.36%, construction decreased by 1.92%); services increased by 6.38%. Budget revenue is estimated at 1,128.21 billion VND, reaching 20.1% of the estimate, equal to 92% of the same period in 2012. In general, budget revenue in the first quarter was low compared to the estimate and the same period in 2012.

The report also pointed out: The complicated weather situation and the outbreak of diseases have affected livestock production. Although budget collection has been made efforts, it is still lower than the estimate. The progress of granting land use right certificates to households, individuals and organizations is still slow. Illegal mining of minerals such as tin ore, construction stone, river sand and gravel... in some mountainous districts is still taking place. The progress of building new rural areas and compensation for site clearance is still slow....

Comrade Tran Hong Chau delivered a concluding speech at the conference.

Concluding the conference, comrade Tran Hong Chau requested that the report on 10 years of implementing Conclusion 20 of the Politburo should include additional results in some areas that have been achieved, such as science and technology; clearly point out the results and shortcomings that need to be overcome; and compare the development of Nghe An with some provinces and cities in the region. In addition, it is necessary to concretize the province's proposals to the Government and the Politburo. For the economic development project in the West, it is necessary to focus on issues of agriculture, farmers, rural areas, etc.
