STABLE, PERSISTENT IN OVERCOMING DIFFICULTIES

At the beginning of the conference, the Provincial Party Committee listened to Deputy Minister of Foreign Affairs Le Hoai Trung discuss and update information on foreign affairs. On behalf of the Provincial Party Committee, Provincial Party Secretary Thai Thanh Quy thanked the Ministry of Foreign Affairs for always supporting and helping the province, and Nghe An hopes to continue receiving support, especially in foreign economic affairs and border management, so that Nghe An can develop quickly and sustainably.

At the conference, the Party Executive Committee reported on the socio-economic situation, budget, administrative reform work in the first 6 months of the year, tasks and solutions for the last 6 months of 2020; assessed the implementation of the socio-economic development plan for the 2016-2020 period, the 5-year socio-economic development plan for the 2021-2025 period.

Opinions spent time evaluating and analyzing the results achieved, as well as proposing solutions. In particular, for the last 6 months of the year, there are solutions to stimulate growth drivers including: "investment, export and consumption"; continue to promote administrative reform; effectively support those affected by the Covid-19 pandemic; remove difficulties in pig herd restoration; overcome and proactively respond to natural disasters;...

In particular, at the conference, many opinions were contributed to the discussion on the 5-year socio-economic development plan, period 2021-2025. Regarding investment attraction, in order to take advantage of the opportunity to shift investment capital, Head of the Southeast Economic Management Board Le Tien Tri proposed to review and amend policies, incentives to attract investment, and resolve investment procedures of the province to make it more attractive; build a separate land price list for industrial parks.

On the other hand, according to Director of the Department of Science and Technology Tran Quoc Thanh, in addition to attracting foreign and domestic investment, it is necessary to build an ecosystem to support businesses to "activate" people in the province to invest capital to establish businesses.

In addition, there are suggestions to enhance the responsibility of all levels and sectors in handling investment procedures, strengthen decentralization and delegation of authority; at the same time, resolutely withdraw "land-holding" projects;...

Many leaders of the western districts of Nghe An also suggested that in the coming period, the province should continue to take care of the socio-economic development of this area. The Secretaries of the Con Cuong and Tuong Duong District Party Committees suggested that it is necessary to effectively implement Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the Master Plan for socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030.

Concluding the socio-economic contents in the first 6 months of the year, Provincial Party Secretary Thai Thanh Quy assessed that the Covid-19 pandemic had a very profound impact on socio-economic activities and people's psychology, life and activities; at the same time, the weather and climate were unfavorable.

However, in the context of great difficulties and challenges, the province has been steadfast, persistent, hardworking, united and unified to overcome and achieve results relatively compared to the general level of the whole country; at the same time, effectively implementing the work of preventing and fighting the Covid-19 epidemic.

ENHANCE THE SENSE OF RESPONSIBILITY IN PERFORMING DUTIES

Regarding the tasks for the last 6 months of the year, the Provincial Party Secretary emphasized that the province must simultaneously carry out 3 tasks: being ready to respond to situations of the Covid-19 epidemic, restoring economic development, organizing grassroots Party congresses and the 19th Provincial Party Congress, term 2020-2025.

Therefore, comrade Thai Thanh Quy requested that all levels, sectors and localities must maintain discipline and order from the province to the district and grassroots levels; promote the sense of responsibility, attitude and efforts in performing tasks of all levels, sectors and localities, and must start with the comrades of the Party Executive Committee.

Investment attraction work needs to be resumed and implemented effectively; the investment environment needs to be improved, difficulties for businesses need to be removed; the progress of public investment disbursement needs to be accelerated, combined with the preparation of a new phase of public investment plan in a selective and scientific manner, creating a widespread effect.

Especially in the context of budget difficulties, it is necessary to perform well the spending task with the spirit of thrift and efficiency; review the spending task for the last 6 months of the year to ensure salary, social security, policy, and have some spending for development investment, cutting unnecessary and urgent spending.

The Provincial Party Secretary requested to focus on taking care of people's lives, in which implementing Resolution 42 of the Government must be scientific, strict, reasonable, and targeted, ensuring fairness; paying attention to taking care of children during the summer; ensuring security and order in the area, resolving complaints, denunciations, petitions, and issues that may arise as hot spots must be focused on resolving from the grassroots level; reviewing the overall policy mechanism to propose adjustments to ensure that the mechanism and policies are the driving force for economic development and ensuring people's lives.

The head of the Provincial Party Committee also reminded the Party Committees at all levels to focus on directing the Party Congress; including building quality documents, focusing on personnel work, and democracy; paying attention to implementing well the ideological work and propaganda work. After the Party Congress, the new Party Committees must immediately start implementing the contents of the term.

Besides, this year, the viewpoint of the Provincial Party Standing Committee is not to adjust socio-economic targets, so it is necessary to make the best efforts to achieve them.

Regarding the assessment of the implementation of the socio-economic development plan for the period 2016-2020, the 5-year socio-economic development plan, the period 2021-2025, through the discussion, the Provincial Party Secretary suggested that it is necessary to assess more deeply and thoroughly the 3 key economic regions of the province; pay attention to and analyze to clarify 3 strategic breakthroughs, especially in terms of institutions, focusing on administrative reform, especially administrative procedure reform.

In addition, it is necessary to analyze more carefully the agricultural development strategy; re-evaluate the management of resources, minerals, environmental protection, climate change; develop the Western region related to the forest economy and job creation; review, evaluate, strengths to effectively promote internal resources, including the province's business team.

The Provincial Party Executive Committee also listened to and commented on the report summarizing 5 years of implementing Resolution No. 39-NQ/TW, dated April 17, 2015 of the Politburo on streamlining staff and restructuring the team of cadres, civil servants and public employees.
