Accordingly, in the 3 years from 2011-2014, the People's Committee of Ky Son district has complied with the state's regulations on recruiting civil servants and public employees, focusing on children of ethnic minorities and local people; focusing on arranging jobs for a number of recruited students. Up to this point, there are 14 cases of recruitment waiting for job placement; for the communal-level civil servants, over 95% are local people and ethnic minorities; for district-level civil servants, in the past 3 years, new recruitment has been mainly ethnic minorities and local people.
In the 2014-2015 school year, the District Civil Servants and Public Employees Recruitment Council organized the recruitment of over 60% of ethnic minority children to teach in schools from kindergarten to secondary school. However, the recruitment policy does not have any priority for ethnic minority children, while the qualifications and abilities of ethnic minority children are still limited, making it difficult to be recruited.
The use of civil servants also faces many difficulties, especially in the arrangement and assignment of job positions. Commune-level civil servants lack capacity and qualifications, making it difficult to promote efficiency.
Acknowledging the results of recruitment and use of cadres, civil servants and public employees of Ky Son district, the Supervisory Delegation hopes that the district will promote the achieved results, especially strictly implementing the non-signing of labor contracts in the education sector and district-level civil servants. Strengthening management, use and tightening discipline for cadres, civil servants and public employees.
