(Baonghean.vn) - On the afternoon of September 6th, the Ethnic Affairs Committee of the Provincial People's Council held a meeting to review the draft resolution stipulating the content and level of support for production development under the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025.

Currently, districts and units in the province are allocated operational funds to support production development along the value chain and support community production development under the National Target Program for socio-economic development in ethnic minority and mountainous areas.

However, in order for the allocated funds to be disbursed, there needs to be specific regulations on support levels for each project/plan supporting the development of production linkages along the value chain and supporting community production development.

Based on the assignment from the Provincial People's Committee, the Provincial Ethnic Affairs Committee drafted a resolution stipulating the content and level of support for production development under the National Target Program for socio-economic development in ethnic minority and mountainous areas in Nghe An province for the period 2021-2025, to be submitted to the Provincial People's Council for consideration and approval.

After reviewing the draft resolution, the Ethnic Affairs Committee of the Provincial People's Council and the members attending the meeting unanimously agreed to submit this resolution to the Provincial People's Council for promulgation, with two groups of contents and specific support levels.

This includes support for the development of value chain-linked production, with a maximum budget allocation of 5 billion VND for a single project/plan supporting value chain-linked production development.

Regarding support for community production development, the maximum support from the state budget for a single production project/plan is no more than 2 billion VND.

In addition to the aforementioned support levels, the draft resolution also proposes different support levels based on the proportion of support allocated to particularly disadvantaged areas, disadvantaged areas, and other areas within the program's investment scope.

In addition to agreeing on the content and level of support for developing production linkages along the value chain and community production development, the meeting participants also requested that the drafting agency of the resolution adjust and supplement the legal basis; and review the beneficiaries of the policy to ensure that the beneficiaries are correct, complete, and not omitted or incorrectly identified as stipulated in Government Decision 1719 and the decrees, circulars, and guidelines of the Central Ministries and sectors.

Continue reviewing the policies in the draft, ensuring consistency with central government regulations and conformity with resolutions issued by the Provincial People's Council, avoiding duplication of policies, beneficiaries, and geographical areas.
