Comrade Nguyen Van Luong - Director of the North Central Hydrometeorological Station said that in the next 10-15 days, there is still no sign of rain, the hot weather situation continues to be tense.

Comrade Nguyen Van Lap - Deputy Director of the Department of Agriculture and Rural Development proposed that the province urgently support more than 19 billion VND to help localities and units effectively implement drought prevention.

According to the report of the Department of Agriculture and Rural Development, from April 23, 2015 to now, the weather has been extremely unfavorable: no rain in the summer, hot with temperatures from 39-41 degrees Celsius.⁰C, the southwest wind blew continuously (56 days). The drought has greatly affected agricultural production, the summer-autumn rice crop was planned to be 56,000 hectares, but due to the drought, there was not enough water for planting, so up to now, the whole province has only been able to plant 42,440 hectares. Of the planted area, about 4,500 hectares of rice are at risk of being destroyed if the drought continues for the next 7-10 days. The drought has also caused 2,530 hectares of late spring corn to be at risk of total loss; 647 hectares of tea died, nearly 2,000 hectares of tea had its leaves burnt; 70 hectares of sugarcane died...

Comrade Le Cao Binh - Deputy Director of the Department of Agriculture and Rural Development, Head of the Forestry Sub-Department proposed that the police force intervene and establish a special investigation project into the intentional forest burning that occurred in Thanh Chuong and Nam Dan.

Also during the recent drought, 11 fires occurred in the province with an area of ​​44.57 hectares. Although the number of fires and the area of ​​fires decreased compared to the same period in 2014, in the current weather conditions, the vegetation under the dry forest canopy is very easy to catch fire, causing forest fires and the fire spreads quickly, creating large fires, burning beyond the white line, making it very difficult for forest fire fighting.

Comrade Bui Dinh Long - Director of the Department of Health said that the heat is greatly affecting people's health, especially children.

The heat has also affected people's health and diseases, especially for children and the elderly.

According to the hydrometeorological report of the North Central region, from June to August, there will continue to be widespread heat waves, drought, and water shortages; in the afternoon and at night, extreme weather phenomena such as tornadoes and hail often appear...

Vice Chairman of the Provincial People's Committee Dinh Viet Hong suggested that for areas of rice that died and seedlings that had to be destroyed, localities should proactively allocate reserve budgets or advance funds from businesses to provide timely support to people.

Vice Chairman Hoang Viet Duong said that there should be strict rewards and punishments in forest fire prevention work.

Speaking at the online meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized: To proactively respond to the weather and limit damage caused by the heat, Ban Ve and Khe Bo hydropower plants are required to have appropriate water discharge schedules to provide water for downstream areas. Districts, cities and towns need to actively dredge canals, install oil pumping stations and field pumps to take advantage of water sources for production; review the summer-autumn production plan to sow and plant in accordance with the water source conditions of each locality. Proactively prepare short-term varieties such as mutant P6, VS1, VS6... so that when there is water, they can sow and plant in time to ensure the success of the summer-autumn crop, avoiding the situation where the area is left fallow but when there is water, they are confused.

The Chairman of the Provincial People's Committee also requested that sectors and localities learn from experience in forest fire prevention and control, review forest fire prevention equipment to supplement in a timely manner. Nghe An Electricity and the Water Supply Company must ensure continuous power and water supply to serve people's lives during the peak season, with priority given to providing power and water to medical facilities and for examinations. The Provincial Youth Union and the Department of Labor, Invalids and Social Affairs must coordinate with localities and mass organizations to strengthen propaganda and guidance on preventing drowning for children. The Department of Health must pay attention to directing medical facilities to take care of people's health, especially during the current hot weather.
