Handing over social insurance books is costly and troublesome?
(Baonghean) - The handover of social insurance books to employees has caused many problems, inconvenience and waste.
According to the new Law on Social Insurance (SI) effective from January 1, 2016, employees will be able to manage their own SI books to monitor their SI contribution and benefit process.
According to the authorities, this regulation contributes to ensuring the legitimate rights of employees, helping them understand their social insurance payment process, as well as have the insurance company confirm their social insurance payment and have the right to sue the enterprise if they evade or owe social insurance payment.
However, the process of issuing social insurance books has shown some shortcomings such as: Many workers, after viewing their information, want to return the book to the storage agency as in the past, because a personal social insurance book but with many separate pages stapled, the risk of loss or misplacement is very likely to occur, and when the book or separate pages are lost, it is very time-consuming to have to go through the trouble of re-issuing them.

Many people wonder whether returning the social insurance book to the employee to keep contributes to "transparency" of the employee's insurance payment information, but is it necessary for the employee to keep the book to know the information?
Because paying the social insurance book is not as important as the Social Insurance regularly updating the payment and benefit information online so that employees can look it up themselves, which is both less cumbersome and convenient.
Meanwhile, the Social Insurance is implementing the management of the database of social insurance participants into the nationwide management software. As the representative of Vietnam Social Insurance said: "Currently, our insurance agency has completed the issuance of social security codes, social insurance codes for employees, employees only need to remember the code number, we already know where our book is registered, and how valuable the health insurance card is.
By providing identification codes to employees, the payment of social insurance and health insurance cards is resolved. So, do employees need to keep a paper social insurance book to update their information every year? While having their code, employees can look it up every hour, every day online!
It is thought that while all levels and sectors are implementing administrative reforms, shortening cumbersome procedures that cause inconvenience to people, such as the upcoming removal of household registration books by the Ministry of Public Security and replacing them with a management form through personal identification codes, which is being welcomed by the people, the implementation of social insurance to issue books to workers, including civil servants and public employees working at state agencies is a mechanical, costly and wasteful task (it is expected that by the end of 2018, more than 13 million social insurance books will be delivered to workers), causing inconvenience to workers, and needs to be seriously reconsidered.
