Promulgating the price frame for apartment building management and operation services in Nghe An province
Nghe An Provincial People's Committee has just issued Decision No. 44/2024/QD-UBND on the price frame for management and operation services of apartment buildings in the province.
This Decision takes effect from November 10, 2024 and abolishes Decision No. 2584/QD-UBND dated June 11, 2014 of the Provincial People's Committee regulating the maximum price for apartment buildings in the province.
This Decision applies to investors in apartment building construction projects; owners and users of apartment buildings; apartment building management boards; apartment building operation management units; state management agencies related to the management and use of apartment buildings; other organizations and individuals related to the management and use of apartment buildings.

The price frame for apartment building management and operation services in this Decision does not include: Fire and explosion insurance costs, maintenance costs, vehicle parking costs, fuel, energy, domestic water, television and communication services, remuneration for the apartment building management board and other service costs for the private use of apartment building owners and users.
Accordingly, the price frame for apartment building management and operation services is calculated as follows:
For apartment buildings with no more than 7 floors and no elevator, the minimum price is 700 VND/m2.2floor area used/month and maximum price is 2,500 VND/m2floor area used/month.
For apartment buildings with no more than 7 floors and an elevator, the minimum price is calculated as 1,000 VND/m2.2floor area used/month and maximum price is 3,700 VND/m2usable area/month.
For apartment buildings with more than 7 floors, the minimum price for apartment building management and operation services is calculated at 1,300 VND/m.2floor area used/month and maximum price is 6,000 VND/m2usable area/month.
In case the apartment building management and operation unit is supported to reduce service prices or the apartment building has service business revenue from areas under common ownership, it must be calculated to offset the apartment building management and operation costs in order to reduce the apartment building service prices and can collect service prices lower than the minimum price prescribed above.
The Provincial People's Committee assigns the Department of Construction to guide the implementation of the price framework for apartment building management and operation services according to this Decision and relevant current regulations. At the same time, handle or report to the competent authority to consider and resolve difficulties and problems in the process of implementing the Decision.
The District People's Committee is responsible for inspecting the management and use of apartment buildings; handling according to its authority or requesting competent authorities to handle violations of regulations on management and use of apartment building operation service prices in the area. Resolving disputes over management and operation costs of apartment buildings in the area according to the provisions of the Housing Law.
In this Decision, the Provincial People's Committee also requests the Commune People's Committee to propagate and mobilize organizations and individuals to comply with the provisions of the Decision and relevant legal provisions; monitor, inspect and resolve problems arising in the management and use of apartment building management service prices or report to the District People's Committee for consideration and resolution.
Investors, management and operation units; and apartment building management boards, when determining prices for apartment building management and operation services, must ensure publicity, transparency, and be based on the content of management and operation work and services used for each type of apartment building.
The investor is responsible for organizing the determination of the price of the apartment building management and operation service and proposing the first apartment building meeting for approval. In case the first apartment building meeting has not been held, the investor is responsible for agreeing on the price of the apartment building management and operation service and clearly stating it in the apartment purchase and lease contract.
Owners and users of apartment buildings are responsible for fully and timely contributing to the management and operation costs of apartment buildings according to promulgated regulations.
