Issuing regulations on doctoral training under Project 911
Deputy Minister of Education and Training Bui Van Ga has just signed and issued regulations on doctoral training under the Project "Training lecturers with doctoral degrees for universities and colleges in the period 2010-2020" (Project 911), effective from November 26, 2012. Enrollment period is until the end of 2020.

Accordingly, with 3 training methods: training abroad, training in the country and training by the coordinated method, the recruitment subjects are regulated as lecturers, lecturers with fixed-term or indefinite-term contracts of schools; new university or master's graduates (within 12 months from the date of application); researchers working at scientific research institutes; people with good capacity and expertise working at units outside the school. Age is not over 45 years old calculated from the year of application.
In addition, each training method will have specific regulations for candidates (regarding degrees, majors, foreign language proficiency, receiving agencies...)
Successful candidates who do not have sufficient foreign language skills, and those who are preparing to study abroad and have not attended orientation courses, must undergo a pre-doctoral training course that lasts a maximum of 9 months in a concentrated form.
The PhD student will be granted a scholarship and training costs; the school will send him/her for training, create conditions, arrange time to implement the training program according to regulations and he/she will be accepted back to work or recruited as a lecturer after graduation in the right major. The PhD student does not have to refund the scholarship and training costs if the school does not accept him/her back to work or does not officially recruit him/her as a lecturer.
Along with the above rights, graduate students are obliged to return to serve at the school that sent them for training after graduation, the minimum time of service at the school is implemented according to current regulations of the State; refund scholarships and training costs if they do not complete the training program (except for force majeure reasons), or have graduated but do not serve the required working time.
