(Baonghean.vn) -This afternoon, May 10, the Economic - Budget Committee of Nghe An Provincial People's Council led by Comrade Vo Viet Thanh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council conducted a survey on the work of planning establishment, appraisal, approval and management at the Department of Planning and Investment.
The report shows that, in general, the planning work in Nghe An province in the past time has been carried out in accordance with the correct order, the overall planning for socio-economic development of the province has been established and approved, serving as the basis for establishing overall planning for socio-economic development at the district level, planning for sectors, fields and main products. The overall planning for socio-economic development of Nghe An province to 2020 was approved by the Prime Minister in Decision 197/2007/QD-TTg, dated February 28, 2008. Accordingly, sectors, districts, cities and towns have established and approved overall planning for sectors and districts to 2020; creating the basis for building 5-year and annual plans; serving as the basis for calling for investment in key projects to effectively exploit the potential and advantages of each region and each field... The construction, public organization and implementation of planning have received more attention from all levels and sectors than before. Planning work has been put into order, investment, construction and development basically comply with the planning.
However, planning work is still not synchronized, still overlapping, and not highly feasible. The capacity of staff and consultants doing planning work is still limited. Inspection, examination, and supervision of planning implementation have not been focused on. Planning is not linked to implementation resources, so there are still many "hanging" plans...
Speaking at the meeting, comrade Vo Viet Thanh affirmed that planning work must be one step ahead, meeting the requirements of socio-economic development with a long-term vision. To do so, it is necessary to pay attention to ensuring factors such as human resources and financial resources. The Department of Planning and Investment and the Department of Construction need to innovate, improve the quality of planning, appraisal, approval and management of planning work under their functions and authority; promote administrative reform; strengthen inspection and examination of planning work implementation.
