The 6th Youth Volunteer Team - Construction and Development was established in 2001 with the mission of developing the economy in the Northwest of Yen Thanh district and the Southwest of Quynh Luu district; gathering and solving jobs for young people, sending young people to build new economic zones. From its establishment to 2010, implementing the mission of the 6th Youth Volunteer Team - Construction and Development, the 6th Youth Volunteer Team has completed its mission, which is to form youth villages to start businesses, reclaim, restore and build areas for producing pineapple, sugarcane, cassava and paper raw materials to serve the province's processing factories; organize protection, promote forest regeneration and new forest planting; transfer science and technology to local people, develop livestock and poultry.... Through its activities, it has contributed to solving jobs for 367 Youth Volunteer Team - Construction and a social labor force, improving the lives of people in the project area. Since 2010, the General Department has transferred land and organized new production to TH Milk Food Joint Stock Company.

However, the current problem is that the implementation of the land handover and compensation plan has only been completed by TH Dairy Food Joint Stock Company in the first phase for 100 team members with an area of ​​862.5 hectares. The second phase, including 133 households with an area of ​​1,091 hectares, although it has been counted and completed procedures for nearly a year and a half and the team members have stopped production, have no jobs or income, but have not yet been compensated with the amount of 126 billion VND. On the other hand, currently, some team members have not previously agreed to the policy of transferring land to enterprises for management and use and have now submitted a request to return the land to implement the dissolution and transfer policy, but have not yet been measured, counted, handed over, and compensated.

On behalf of the survey team, Mr. Tran Quoc Chung requested the Team to proactively coordinate with the People's Committee of Yen Thanh district and TH Milk Food Joint Stock Company to promote the settlement of compensation policies and regimes for 133 households that have completed procedures as committed by the investor to solve jobs and living conditions for the team members, and continue to complete procedures to hand over the remaining 123 hectares of area. During this process, it is necessary to immediately come up with a plan to solve jobs for all 388 workers who are team members of the Team so that by December 15, 2014, when the transfer and merger is carried out, the workers will have jobs and a stable life.
