Provincial People's Council Legal Committee: Reviewing reports of internal affairs sector

(Baonghean.vn) - To prepare the contents to be presented at the 13th session of the Provincial People's Council at the end of the year, on the afternoon of November 28, the Provincial People's Council's Legal Committee reviewed reports from the internal affairs sector.

Comrade Nguyen Huu Lam - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, Head of the Provincial People's Council Legal Committee chaired the inspection.

Reviewing the report on citizen reception, handling of complaints and denunciations in 2014; directions and tasks for 2015, shows that in 2014, the situation of citizens coming to competent state agencies to make complaints, denunciations, recommendations, and reflections and the number of complaints, denunciations, recommendations, and reflections sent to state agencies all increased. There were 6 prominent and prolonged cases, of which 5 were concentrated in Vinh city and 1 case in Yen Thanh.

Comrade Nguyen Chi Nham - Chief Inspector of the province reported on the situation of receiving citizens and handling citizens' petitions.

Although agencies and organizations have promoted their responsibility in receiving citizens, resolving complaints, denunciations, recommendations and reflections from citizens, the legal awareness of complaints and denunciations of a part of the people is still limited, the rate of false complaints and denunciations is high, with 66.5% of false complaints and 61.9% of false denunciations. In addition, the quality of inspection, verification and conclusion in some cases is not high, requiring inspection, review and resolution many times. Some cases of mass and complicated complaints and denunciations are still confusing to resolve completely.

Based on the participation of members of the Provincial People's Council's Legal Committee and representatives of a number of sectors, Comrade Nguyen Huu Lam requested the Provincial People's Committee to absorb and make amendments before submitting to the Provincial People's Council at the 13th session. He emphasized a number of orientations and solutions in the coming time, namely to seriously implement Directive 35/CT-TW, dated May 26, 2014 of the Politburo on strengthening the Party's leadership in the work of receiving people and handling complaints and denunciations; to strengthen inspection and review of complicated cases to resolve them from the beginning, in which the role of leaders in receiving people and handling complaints and denunciations of citizens is highlighted. To promote propaganda work, improve legal understanding among all classes of people, reduce false complaints and denunciations. To focus on educating and fostering professional ethics for the staff working in receiving people and handling complaints and denunciations of citizens at all levels and sectors.

Regarding the report on anti-corruption work in 2014, the direction and tasks for 2015, according to some delegates, there are still no breakthrough and positive solutions to make anti-corruption work in 2014 truly effective. There are also no active measures to prevent corruption among the anti-corruption team. The number of corruption cases detected and handled is not much.

The Provincial People's Council's Legal Committee also reviewed reports on the situation and results of crime and social evil prevention and control in 2014, directions and key tasks in 2015; the implementation of traffic safety and order in 2014, and tasks in 2015.
