PV:With the abundant labor resources of Nghe An province and the results of attracting investment in recent years, it has contributed to the vibrant labor market in the province. How do you evaluate the development trend of the labor market in Nghe An?
Comrade Le Tien Tri:It can be said that in recent years, Nghe An has become a bright spot in attracting investment, especially in being proactive and ready with conditions to successfully welcome the wave of foreign investment (FDI) shifting into Vietnam. As an advisory body for the development of economic zones and industrial parks in the province, right from the beginning of the term, the Southeast Economic Zone Management Board (Management Board) has developed a Project to build the Southeast Nghe An Economic Zone to become the driving force for economic growth of the province in the period of 2021-2025 (Project 4514), with specific goals, tasks, and key solutions, prioritizing the development of infrastructure of industrial parks with clean land, synchronous technical infrastructure, meeting environmental protection requirements to serve investment attraction.

After more than 4 years of implementation, the Management Board has advised the Provincial People's Committee to submit to the Prime Minister to establish 5 new industrial parks with strategic investors VSIP, WHA, Hoang Thinh Dat as investors with a total area of 1,637.14 hectares, this is an important condition for Nghe An to have a strong breakthrough in attracting investors in recent times.
Along with the work of attracting investment in the right direction, associated with substantially improving the investment environment with the motto "5 ready", the "one-stop, on-site" mechanism has put Nghe An province in the top 10 localities attracting the largest foreign investment in the country for 3 consecutive years (2022, 2023, 2024). By the end of 2024, there were 151 valid FDI projects in the province with a total registered investment capital of more than 5.87 billion USD, technology corporations in the global value chain have set up production facilities in the Southeast Economic Zone such as Luxshare ICT, Goertek, Foxconn, Sunny, Everwin, Juteng, .. with an investment value of nearly 2.7 billion USD.

With the rapid increase of the foreign investment sector (FDI), it has made an important contribution to socio-economic development, especially the rapid increase in production value, industrial proportion, export and import turnover, at the same time, posing the problem of human resources to serve the operation phase of projects with 45,000 workers by 2025. In response to that practical requirement, the Management Board has proactively proposed and coordinated with the Department of Labor, War Invalids and Social Affairs, and the branches to advise the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee to issue Directive No. 33-CT/TU on strengthening the Party's leadership in connecting labor supply and demand, solving jobs, attracting workers for domestic enterprises and FDI enterprises in the province, period 2025 - 2030. This is an important political basis for Party committees, authorities at all levels, enterprises, and investors to do a good job of solving jobs, taking care of the lives of workers in the locality. table, especially localities with industrial parks located in the area so that the local labor market operates more effectively and in a more positive direction.

PV:Could you please elaborate on the policies and activities of Nghe An province and the Southeast Economic Zone Management Board to support businesses in recruiting workers and create peace of mind for workers in the province to work with peace of mind?
Comrade Le Tien Tri:In recent years, along with promoting investment attraction, Nghe An province has implemented many solutions to support businesses in recruiting workers to meet development requirements. In addition to promoting propaganda about the recruitment needs of businesses, the province has directed all levels and sectors to gradually link vocational training with the labor recruitment needs of businesses. The Management Board of the Southeast Nghe An Economic Zone has been very active in supporting businesses, especially FDI enterprises investing in the area. From supporting the exploration of investment opportunities to handling post-investment procedures and coordinating in labor recruitment, the Management Board of the Southeast Economic Zone has effectively supported businesses. In 2024, the Board coordinated with departments, branches, localities, and vocational schools to organize many activities to connect labor recruitment, coordinated with Nghi Loc District People's Committee to organize "Job Fair" in September 2024, connecting labor supply and demand for businesses, helping businesses recruit over 30,000 new workers.

In early January 2025, to effectively implement Directive 33 of the Provincial Party Committee Standing Committee, the Southeast Economic Zone Management Board coordinated to review and compile statistics on the labor recruitment needs of enterprises to advise all levels, sectors and localities to organize propaganda activities, mobilize Nghe An workers to work in industrial parks and mobilize workers who work far away to return to their hometowns to work, issued Plan No. 02/KH-KKT to organize a job fair to connect and recruit workers for enterprises in the economic zone and industrial parks of Nghe An in 2025; established an Organizing Committee and a Working Group of 27 officers and civil servants to organize the "Job Fair, Phase 1, 2025" on Saturday, February 8, 2025 (ie January 11 of the lunar calendar).
In 2025, the Committee plans to organize 3 job fairs at 3 locations to connect labor recruitment for businesses, including: Location 1 at VSIP Industrial Park; Location 2 at WHA Industrial Park, Nam Cam; Location 3 at Hoang Mai Industrial Park I, II. Organizing the "Job Fair Phase 1, 2025" at VSIP Industrial Park this time is just one of many activities to implement Directive 33 of the Provincial Party Standing Committee. Thereby, strengthening communication, mobilization, and promotion to attract workers working and studying in provinces and cities across the country (both Nghe An workers and workers from other provinces) to work in Nghe An. The process of implementing Directive 33 of the Provincial Party Standing Committee is also associated with the work of forecasting labor demand of businesses to widely inform the people and workers can seize the opportunity to participate in recruitment.

In addition, the planning of social infrastructure to ensure working conditions for workers is also focused on implementation such as social housing, schools, hospitals, urban areas, and resort tourism. Up to now, there are 4 social housing projects for workers that have been granted investment licenses, 4 dormitories and accommodation in industrial parks are meeting the accommodation needs of over 8,220 workers (Luxshare ICT dormitories, Everwin), expected to meet the accommodation needs of about 25,818 people by the end of 2025.
PV:How do you evaluate the impact of media and job orientation for workers in the province?
Comrade Le Tien Tri:Communication work on employment opportunities for enterprises in the province has been deployed on many channels, many means and forms. Such as through newspapers, radio, social networks, job introduction centers, authorities at all levels and broadcast on the grassroots radio system. Enterprises themselves have also increased communication on many information channels to be able to access and recruit enough labor resources for development. These activities have contributed to increasing the rate of laborers in Nghe An working in factories and companies in industrial parks in the province. Many workers who used to work far away have returned to their hometowns to work in enterprises and factories in industrial parks in the Southeast Nghe An Economic Zone.

However, the labor market is facing significant challenges, as businesses in many other provinces and cities have also increased recruitment after years of fighting the Covid-19 pandemic. Meanwhile, labor productivity, quantity and quality of human resources in reality have not yet met the development needs of businesses in the area; income levels are still not commensurate, not meeting the living needs of workers; in addition, social infrastructure and service infrastructure have not yet met the needs of experts, managers, and highly skilled workers...
That reality requires workers in the province to have a clearer view of job opportunities so that they can learn a profession that suits the recruitment needs of businesses. Now, businesses also have very high requirements for workers in terms of skills, awareness, and responsibility. Therefore, workers must have both solid skills and awareness of complying with labor procedures according to legal regulations and agreements between businesses and workers.

Service providers in the province also need to keep up with the trend, both improving their capacity to serve experts and high-quality workers and adjusting their operating models to meet the income levels of workers in the province.
On the part of the Southeast Economic Zone Management Board, it will continue to coordinate with all levels, sectors and enterprises to be able to orient vocational training work closer to the reality of enterprises in the area that need to recruit. Thereby, promoting the improvement of the quality and effectiveness of vocational training to meet the requirements of the labor market; focusing on developing occupational groups suitable for the investment attraction process, especially FDI projects in the global supply chain of electronics and green energy that have been and are continuing to expand investment in the province, contributing to creating sustainable jobs for workers and ensuring that enterprises can recruit enough people when they come into operation.

PV:According to you, on the business side, what solutions are needed to recruit enough and retain workers?
Comrade Le Tien Tri:In many meetings and contacts, we often discuss with businesses and investors in the province that it is necessary to coordinate with all levels, sectors and localities to maintain a connection channel with the Department of Labor, Invalids and Social Affairs, the Provincial Employment Service Center, the People's Committees of districts, cities and towns and the block of universities, colleges and vocational training institutions in the province to be ready to connect labor recruitment and vocational training to meet the current human resource needs and the forecast of future labor resources for businesses.
Enterprises regularly update, monitor, and synthesize labor recruitment needs, labor usage, employment, wages, and bonuses at enterprises in the same field in neighboring provinces, northern and southern provinces. On that basis, there are adjustments to salary levels, related policies and regimes to create transparency and increase competitiveness in recruitment and labor attraction. In addition to properly and fully implementing salary regimes for employees, enterprises need to create a harmonious, stable, and progressive working environment so that employees can feel secure in long-term commitment to local enterprises.

In addition, businesses and investors need to be proactive with universities, colleges and vocational training institutions to promote training according to the ordering mechanism, attaching the responsibility of businesses in training human resources. Thereby, building a close, long-term strategic relationship; businesses must participate appropriately in a number of stages in the training organization process of the school. Training institutions need to regularly adjust and update new technology into the training program; at the same time, businesses need to pay attention to coordinating investment in teaching facilities with vocational training institutions.
Enterprises also need to join with all levels and sectors in Nghe An to build an information system on the labor market in the economic zones and industrial parks to connect labor supply and demand to create conditions for workers in the province, Nghe An workers working in other localities and abroad to grasp information and recruitment needs of enterprises, and make suitable choices for themselves. Whenever workers see practical benefits in terms of jobs, income and treatment, they will not go out of the province to work, but stay or return to work in enterprises in their hometown.

Enterprises themselves must consider the labor factor as the most valuable asset and the focus of all business activities of the enterprise, not only the direct labor of the enterprise but also the labor of partners in the supply chain. Therefore, enterprises must always pay attention to and take care of the material and spiritual life of employees, continue to implement well the social security and social welfare programs for workers in industrial parks, such as the issue of providing housing services for workers, well organizing the system of providing public welfare services in residential areas where industrial park workers live (electricity, roads, water, cultural houses, daycare centers, information, sports facilities, entertainment ...) to both fully care for employees and create a competitive working environment and many promotion opportunities for employees to feel secure to work long-term and stably in the province.
