Nghe An newspaper published on June 1, 2012 had an article “Wrongly awarded medals, nearly 3,000 families in Nam Dan have not received benefits”. After the newspaper was published, on June 6, 2012, the Provincial People's Committee issued Official Dispatch No. 3678/UBND-VX to the Provincial Emulation and Reward Committee requesting to handle the case mentioned in the newspaper.

After checking and reviewing, on June 19, 2012, the Provincial Emulation and Reward Committee issued Official Dispatch 72/BC-BTĐKT in response as follows:

The content reported by Nghe An Newspaper is true. According to the report of Nam Dan District People's Committee, 3,139 families in 16 communes of the district requested to be rewarded for their family's achievements in the resistance war during the time of consideration in 1988 - 2000, but when granting the medals and certificates, the word "family" was not mentioned, so the subjects were not entitled to the regime.

On this issue, in early 2012, the Provincial Emulation and Reward Board coordinated with the Nam Dan District People's Committee to directly work with the Central Emulation and Reward Board to report and ask for instructions. The Central Emulation and Reward Board requested to collect all original files of the families that had been reviewed for cross-checking. The Nam Dan District People's Committee worked with the Nghe An Provincial Archives Department to make copies of the files to serve the re-examination work.

On June 13, 2012, Nam Dan District People's Committee issued report No. 733/BC-UBND on the results of the review of 3,012 proposed cases. Of which, 2,573 cases had original declarations and 439 cases did not have original declarations.

The Provincial Emulation and Reward Committee is basing on current regulations on rewarding resistance achievements and the direction of the Central Emulation and Reward Committee to re-examine based on the original records of the subjects, reporting to the Chairman of the Provincial People's Committee to submit to the Prime Minister and the President for renewal.
