The Standing Committee of the Da Nang City Party Committee was disciplined with a warning.

The violations and shortcomings of the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term are serious.

On October 2, 2017, at the Party Central Committee Headquarters, the Politburo held a meeting chaired by General Secretary Nguyen Phu Trong. After considering the proposal of the Central Inspection Committee (Report No. 75-TTr/UBKTTW, dated September 30, 2017), the Politburo found that the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term had the following violations and shortcomings:

1- Violation of party organization principles and working regulations

Failure to strictly comply with the principles of party activities, unserious self-criticism and criticism. Violation of the principle of democratic centralism; Regulations of the Secretariat on the tasks and working relationships of the Standing Committee of the Provincial Party Committee and the City Party Committee; Working regulations of the City Party Committee in giving policies on a number of cadres and a number of socio-economic development projects.

2- Violating the principle of democratic centralism, procedures and regulations of the Party and State on personnel work.

The appointment and introduction of candidates in some cases were not linked to the approved planning; the rotation period regulations for some officials were not strictly implemented. The policy of appointing deputy officials in some departments of the city exceeded the number prescribed by the Government. Violating the principle of democratic centralism and the regulations of the Party and State on personnel work in approving policies in some cases; showing signs of influencing and favoring relatives of the Secretary of the City Party Committee.

3- Violating Party discipline and State laws in leadership and direction of land management, construction order and urban areas.

Not seriously implementing the Conclusion Notice No. 156-TB/TW, dated March 14, 2014 of the 11th Politburo on the results of the inspection when there were signs of violations against the Party Committee of the City People's Committee and a number of leaders of the Da Nang City People's Committee and Notice No. 558-TB/UBKTTW, dated February 18, 2014 of the Central Inspection Committee in overcoming violations in land management and use of the previous term. Made a number of decisions without proper authority and against the law.

Loose leadership, direction, inspection and supervision, allowing agencies and enterprises to violate laws on land management and use.

The decision to appoint contractors for 4/6 new construction investment projects and renovation of a number of party headquarters and the City People's Council Hall violated the 2013 Law on Bidding.

The violations and shortcomings of the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term are serious, negatively affecting the prestige, leadership role and fighting strength of the Standing Committee of the City Party Committee, negatively affecting the prestige of the Party organization, causing resentment among cadres, Party members and people. Considering the content, nature, extent and consequences of the violations, based on Regulation No. 263-QD/TW of the Politburo and the review results of the Standing Committee of the Da Nang City Party Committee, the Politburo decided to impose a disciplinary warning on the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term./.
