DEMONSTRATING THE GOALS AND ASPIRATIONS TO RISE UP OF NGHE AN

Documents prepared for submission to the Politburo include: Draft Political Report; draft Resolution of the Congress; draft Report reviewing the leadership and direction of the 18th Provincial Party Executive Committee; Party Committee personnel plan; summary report on documents and personnel plans to be presented at the Conference.

Up to now, implementing the conclusion of the Party Executive Committee at the meeting on August 13, 2020, the Provincial Party Committee Office together with the Document Subcommittee's Working Group has advised and sent a document requesting the Party Personnel Committee of the Provincial People's Committee and relevant departments and branches to supplement data; at the same time, research and absorb the opinions of the Provincial Party Executive Committee to supplement and complete the contents of the draft Political Report.

In which, the Congress theme, which is also the title of the proposed revised Political Report, is: "Building a clean and strong Party organization and political system; arousing the will and aspiration to rise up; innovating and proactively bringing Nghe An to develop quickly and sustainably".

Regarding the general goal of the 2020 - 2025 term and the following years, the opinions of the Provincial Party Executive Committee have been incorporated and edited as: "Building a clean and strong Party and political system. Promoting the historical, cultural traditions and people of Nghe An; arousing the will to be self-reliant and the desire to rise up, innovate and be proactive in developing Nghe An quickly and sustainably; firmly ensuring national defense and security; striving for Nghe An to become a fairly developed province in the Central region by 2025, and a fairly developed province in the whole country by 2030".

Regarding the system of indicators, the average annual natural population growth rate has been adjusted to about 1.2%; the additional indicator that by 2025, 82% of communes will meet new rural standards (of which 20% will meet advanced new rural standards, 5% will meet model new rural standards) and 11 district-level units will be recognized as having completed the task of building and meeting new rural standards.

Regarding development breakthroughs, they have also been re-edited according to the conclusion of the Provincial Party Executive Committee, in which the first breakthrough has added more emphasis on discipline and administrative discipline; the second breakthrough has added more emphasis on training human resources with foreign language proficiency and the ability to work in an international environment; the third breakthrough has re-edited more clearly the order of priority in developing key infrastructure projects; added more energy infrastructure and irrigation infrastructure.

Besides, regarding the subjective causes of limitations and shortcomings in the 2015 - 2020 term; the tasks and solutions for the new term have also been revised and supplemented in some contents according to comments...

At the meeting, comrades in the Provincial Party Standing Committee and a number of sectors discussed a number of contents related to the theme and general goals of the 2020-2025 term and the following years. In particular, the content needs to ensure the elements, expressing Uncle Ho's wish for the province to "quickly become one of the best provinces in the North", both having political ideology, appeal, inspiration, goals, and aspirations of Nghe An to rise in the new term and the following years.

Regarding the tasks and solutions for the new term for agricultural development, it is necessary to add the element of "highly efficient agriculture", such as considering editing it to: "high-tech agriculture, clean agriculture, organic agriculture in a modern and highly efficient direction"; the rate of enterprises operating and filling in the industrial park of VSIP Nghe An, WHA Group also needs to be expressed more clearly;...

Regarding the draft Resolution of the 19th Provincial Party Congress, on the basis of the draft Political Report 5, the Document Subcommittee's Working Group edited and revised the draft (2nd time).

Regarding the draft Report reviewing the leadership and direction of the 18th Provincial Party Executive Committee, the opinions of the Provincial Party Executive Committee have been received, adding assessment content on the implementation of working regulations; considering editing some sentences to ensure more appropriateness and clarity.

The draft Action Program to implement the Resolution of the 19th Provincial Party Congress is being continued to be supplemented, edited and proposed to the Standing Committee and the Provincial Party Standing Committee to be sent to departments and branches for careful study and to propose practical and highly feasible programs and projects.

CAREFULLY PREPARE DOCUMENTS TO PRESENT TO THE POLITBUREA

Concluding the meeting, Provincial Party Secretary Thai Thanh Quy proposed that the Congress's theme, which is also the title of the Political Report, be revised to: "Building a clean and strong Party organization and political system; promoting the will and aspiration to rise up; proactively innovating and creating, bringing Nghe An to develop quickly and sustainably".

Regarding the causes of limitations and shortcomings of the 2015 - 2020 term, it is necessary to revise the identification of a number of targets and tasks that are still high and difficult to achieve.

Regarding the general goal, the Provincial Party Secretary emphasized the need to closely follow and implement Uncle Ho's thoughts in his last letter to the Provincial Party Executive Committee on July 21, 1969 and Resolution 26 of the Politburo. Therefore, the content "striving for Nghe An to become a province with a fairly developed level in the Central region by 2025" should be amended to "striving for Nghe An to become a province with a fairly developed level in the Northern region by 2025".

The Provincial Party Secretary also agreed to add the target for new rural construction, which is to have one more district achieving model new rural status and 11 district-level units recognized for completing the construction task and meeting new rural standards.

Regarding the task and solution section, for agricultural development, it is proposed to remove the idea of ​​"smart agriculture", and at the same time agree on the goal of building high-tech agriculture, clean agriculture, and organic agriculture in a modern, highly efficient, and sustainable direction.

Also related to the agricultural sector, the Provincial Party Secretary emphasized that agriculture is still a support, especially in the context of the impact of the Covid-19 pandemic, and this is still a sector with room for development. Therefore, it is necessary to maintain the target of 4.5 - 5% to strive for and focus on direction.

In addition, the Editorial Board also needs to receive comments to ensure strict expression regarding the occupancy rate of VSIP Nghe An industrial parks and Hemaraj Group Industrial Parks.
