On the morning of February 28, under the chairmanship of comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the Provincial Party Committee Standing Committee held a regular meeting for February.

The conference aimed to listen to and give opinions on the draft Action Program of the Provincial Party Committee to implement Resolution No. 27 and Resolution No. 28-NQ/TW of the 12th Central Committee on reforming wage policy and reforming social insurance policy.
Reforming wage policy associated with innovation, restructuring the organization, and streamlining the payroll
The action program of the Provincial Party Committee to implement Resolution No. 27 of the Central Committee has set out the general goal of reforming the salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises in accordance with the socio-economic development conditions of Nghe An, meeting the requirements of the economy and proactively integrating the country into the international community; building harmonious labor relations, improving labor productivity, contributing to building a clean, streamlined, effective and efficient political system.Specific targets are calculated in stages from now to 2021, 2025 and 2030.

Financial resources for salary reform are implemented on the basis of strengthening management and ensuring correct and sufficient collection, preventing fraud in budget collection and payment, annually arranging resources and budget to implement policies according to regulations; Strengthening management, improving the efficiency of state budget expenditure, continuing to save 10% of the annual regular expenditure estimate to arrange resources for salary reform.

After listening to delegates' comments on the draft Action Program of the Provincial Party Committee to implement Resolution No. 27 on salary policy reform, giving instructions on this content, Provincial Party Secretary Nguyen Dac Vinh affirmed that Resolution No. 27-NQ/TW of the 12th Central Committee is an important policy, covering the entire social life, in the spirit of improving and enhancing the lives of cadres, civil servants, armed forces officials and workers through salary reform policy.

In particular, Resolution No. 27 is implemented on the basis of restructuring the apparatus, streamlining the payroll, and improving the effectiveness and efficiency of the political system.
Therefore, Provincial Party Secretary Nguyen Dac Vinh requested to develop specific roadmaps for implementing the Action Program to implement Resolution No. 27, especially in the context that Nghe An is the leading locality in granting financial autonomy to public units. The Provincial Party Secretary also said that according to regulations, 70% of the local surplus revenue will be allocated to implement the salary reform policy. And the two key contents that the Provincial People's Committee and units need to complete are the arrangement of job positions and determining the source for salary reform.
Do not add the number of Nghe An workers from other provinces to increase the target of social insurance participants.

Continuing the meeting, delegates listened to the representative of the Provincial Social Insurance leadership present the draft Action Program of the Provincial Party Committee to implement Resolution No. 28-NQ/TW of the 12th Party Central Committee. Accordingly, the specific goal set out is that by 2021, Nghe An strives to have about 35% of people of working age in the locality participating in social insurance, of which farmers and workers in the informal sector participating in voluntary insurance account for about 3.3% of the working age population; about 28% of the labor force participating in unemployment insurance; about 45% of people after retirement age receive pensions, monthly social insurance and social retirement benefits...
By 2025, strive for about 45% of the local working-age workforce to participate in social insurance and this figure by 2030 will be about 60%...
The draft Action Program to implement Resolution No. 28 also sets out key tasks, solutions and implementation organization.

Speaking on this content, Provincial Party Secretary Nguyen Dac Vinh said that implementing social insurance policies for a populous locality like Nghe An can be considered a long-term challenge. Regarding the proposal to add the number of Nghe An workers working outside the province to the statistics to increase the target and coverage of social insurance participants, the Provincial Party Secretary disagreed, and agreed to pass other contents for promulgation.
