On the morning of September 12, 1930, more than 8,000 people from Hung Nguyen district, along with the people of Nam Kim commune, Nam Dan district, beat drums, waved flags, and protested for freedom and independence. The group marched while shouting slogans: "Reduce taxes for farmers, increase wages, reduce working hours for factory workers in Vinh". Frightened by the strength of the protest, the French colonialists sent planes to drop bombs on the group to disperse the protest, killing 217 people and seriously injuring 125.

After peace was restored in 1956, to commemorate and follow the revolutionary spirit of the martyrs in the Nghe Tinh Soviet movement, the Provincial Party Committee and People's Committee of Nghe An province started construction of this cemetery into the Thai Lao Martyrs' Monument.

In 1961, when President Ho Chi Minh visited his homeland, he laid wreaths and burned incense to commemorate the martyrs who sacrificed their lives for the Fatherland at Thai Lao Martyrs Monument. He instructed the cadres and people of the province to build and protect this area to become a revolutionary historical relic, to educate the traditions for today's young generations.
