PROMOTING THE ROLE OF PARTY ORGANIZATIONS IN ENTERPRISES

In the 2015-2020 term, the Provincial Business Bloc Party Committee focused on leading and directing the implementation of the Resolution, achieving many important results.

The Party Executive Committee and the Standing Committee of the Party Committee of the Bloc develop action plans for implementation, direct grassroots Party committees to coordinate with the board of directors, board of members, and enterprise directors to proactively grasp the market, develop production and business plans in line with reality; recommend and propose competent agencies to focus on solving and removing difficulties to help enterprises continue to maintain stability and development.

On average, every year, 91.56% of enterprises with grassroots party organizations under the Party Committee of the Business Sector make a profit; budget contributions account for 16.5 - 20% of the total domestic revenue of the province. Over 90% of workers have stable jobs, with an average income of 4 - 22.6 million VND/person/month.

Political and ideological work has been focused on innovation in content and form and has had many positive changes; organization and apparatus have been consolidated, enhanced, and the role of Party organizations in enterprises has been promoted; the quality of cadres and Party members has been improved.

Implementing Project 5155/TU dated February 8, 2014 of the Provincial Party Standing Committee on "Developing Party members and Party organizations in private enterprises and foreign-invested enterprises in Nghe An, period 2014-2020", during the term, 9 new Party organizations and 1 Party cell under the grassroots Party Committee were established in private enterprises.

During the term, the entire Party Committee trained and admitted 1,188 party members, achieving the target set by the congress resolution, of which 410 party members were admitted under Project 5155, including 2 party members who are private business owners.

At the meeting, delegates shared their opinions on difficulties in the Party Committee's activities; at the same time, they suggested and contributed many contents to enhance the position and role of the Provincial Business Bloc Party Committee.

Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department suggested that it is necessary to add more solutions in thoroughly understanding, studying, implementing, summarizing and concluding directives and resolutions. Especially, the solution is to update knowledge, provide accurate and timely information to cadres, party members and workers.

Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, proposed to further evaluate the implementation of internal affairs work; judicial reform; the work of receiving and handling petitions of Party leaders; especially the need to evaluate the work of preventing and combating corruption, in conjunction with solutions for the new term.

Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission suggested that through the Party organization in enterprises, there should be solutions to control the power of representatives of State capital; correctly assess and have appropriate solutions to prevent corruption and waste in enterprises, especially enterprises with more than 50% State capital.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee also said that it is necessary to consider raising the targets for establishing grassroots party organizations and admitting party members in the new term.

At the meeting, opinions also said that the Party Committee of the Business Bloc needs to strengthen its role as a bridge between State agencies and businesses to make recommendations and solve difficulties for businesses; businesses in the province cooperate with large businesses investing in the province to participate in the supply chain.

NEED TO PERFORM THE ROLE OF BRIDGE AND CONNECTION WELL

Concluding the meeting, Provincial Party Secretary Thai Thanh Quy highly appreciated the efforts of the Standing Committee of the Provincial Business Bloc Party Committee in directing the organization of grassroots Party congresses. Up to now, 133/133 grassroots party organizations have organized congresses. Preparations for the organization of the 6th Congress of the Bloc Party Committee have been relatively well prepared.

Regarding specific contents related to the draft Political Report, the Provincial Party Secretary suggested that the results of the 2015-2020 term should further assess social security activities; the role of grasping information, situation, ideology, and activities of enterprises, especially in enterprises with more than 50% State capital, especially in terms of power control; preventing and combating corruption and waste;...

Regarding the tasks and solutions in the coming term, the Provincial Party Secretary noted that the Provincial Business Bloc Party Committee needs to perform well its role as a bridge and connection between enterprises and authorities at all levels, departments, branches and related organizations that have an impact and influence on the production, business and development activities of enterprises in the Bloc.

Besides, the Party Committee of the Bloc needs to play the role of connecting businesses with businesses, to create close links and support each other for mutual development.

To do so, the Provincial Business Bloc Party Committee needs to make efforts to grasp the situation, difficulties and obstacles of enterprises; build a coordination regulation between the Bloc Party Committee with the Party Executive Committee of the Provincial People's Committee and provincial sectors such as Tax, Customs, etc.

At the same time, connect with organizations and business associations not only in Nghe An but also nationwide, to have a common voice and organize a common forum.

On the other hand, the Provincial Party Secretary requested the Provincial Business Bloc Party Committee to help the State grasp and control the flow of State capital in enterprises, especially enterprises in which the State owns more than 50% of capital, with contents such as: orientation, strategy for using State capital; whether there are any issues of waste or negativity...

Through grasping and through the grassroots party organizations, the Party Committee of the Bloc leads, directs and orients; if beyond capacity, it informs the provincial leaders and competent agencies to have directions to effectively control the use of state capital.

Comrade Thai Thanh Quy also noted that, in addition to maintaining and promoting the role of grassroots Party organizations in existing enterprises, the Provincial Business Bloc Party Committee needs to constantly research and learn from inside and outside the province to find good and creative ways and models to develop grassroots Party organizations and Party members in enterprises.

On the other hand, the Party Committee of the Business Bloc needs to lead and direct to more clearly implement corporate culture and corporate responsibility towards the community, society, vulnerable and disadvantaged groups; and areas that need the cooperation and support of the business community.

The Provincial Party Standing Committee agreed that the 6th Provincial Business Bloc Party Congress, term 2020-2025, will take place on August 17 and 18.
