The Provincial Party Standing Committee approved the Tan Ky District Party Congress, term 2015 - 2020
(Baonghehan.vn) - On the afternoon of July 14, under the chairmanship of comrade Le Quang Huy - Deputy Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee approved the 20th Tan Ky District Party Congress for the 2015-2020 term. Also attending the meeting were comrades in the Provincial Party Standing Committee; representatives of provincial departments, branches and sectors.
The political report presented by comrade Nguyen Duy Thuy - Secretary of Tan Ky District Party Committee stated that in the past term, despite many difficulties and challenges, the Party Committee and people of Tan Ky district have strived to basically complete the targets set out in the Resolution of the 19th District Party Congress. Some targets have been achieved and exceeded the targets set out by the 19th District Party Congress: The agricultural and forestry sector increased by 5.9%/plan of 4-5%; average income per capita increased by 2 times compared to the beginning of the term; By the end of 2015, Tan Ky had 4 communes meeting the criteria of a new-style rural commune. Up to now, the whole district has 38 schools meeting national standards, accounting for 53.5%/plan of 50%.
The report also clearly stated that 6/24 targets were not achieved, including 5 economic targets and 1 social target, and pointed out the limitations from objective factors and in the management and direction work, so many areas of Tan Ky district have not developed commensurate with their potential advantages, leading to slow economic restructuring and many difficulties in the lives of people in remote areas. Some activities in the fields of culture - society, science - technology and environment have changed slowly. During the term, Tan Ky did not achieve the target of the Party Committee achieving the title of Strong Party Committee. In the 2015-2020 term, Tan Ky has identified the general goals as: Improving the leadership capacity and fighting strength of the Party organization, strengthening solidarity and unity within the Party; effectively exploiting the potentials and strengths of the district; sustainably developing industry, services, agriculture, health care, culture and education; constantly improving the material and spiritual life of the people; maintaining political stability and social order and safety; linking socio-economic development with sustainable national defense and security, building a strong and comprehensive Party and political system; striving to make Tan Ky a fairly developed district in the Western region of Nghe An province by 2020.
At the meeting, many opinions of delegates contributed to the political report of Tan Ky district, focusing on the request that Tan Ky district needs to clarify the reasons for the unachieved targets; in the next term, it is necessary to propose economic breakthroughs based on maximizing the potential advantages of the locality, which are construction materials and industrial crops; put the new rural construction program into the main goals and tasks in the next term; prioritize the development of industry, small-scale industry, craft villages, and service development.
Many targets are still low compared to the goal of building Tan Ky into a fairly developed district in the Western region in the 2015-2020 term. Promote the application of science and technology in production, build product brands. Pay attention to vocational training for workers. The district also needs to proactively forecast the situation at the grassroots level accurately to come up with reasonable and effective solutions for direction and leadership, especially in the fields of national defense and security...
Concluding the meeting, Deputy Secretary of the Provincial Party Committee - Le Quang Huy evaluated the careful and serious preparation of the political report and the results achieved by the Tan Ky District Party Committee in the past term. He requested: The Tan Ky District Party Committee needs to continue to improve the leadership capacity and fighting strength of the Party, strengthen solidarity, unity, innovation and development.
The Deputy Secretary of the Provincial Party Committee emphasized: In the political report, it is necessary to state solutions clearly and in more detail for the achieved targets. Raise the targets in the report to the same level as the average level of the province, including solutions to improve investment attraction capacity, accelerate industrialization, accelerate agricultural restructuring towards increasing value, pay attention to developing small and medium-sized industries, focus on vocational training; apply science and technology, protect the environment. Improve the quality of education and training towards sustainability. Grasp the situation to effectively resolve problems arising at the grassroots level.
