(Baonghean.vn) -On the morning of June 11, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee approved the 26th Con Cuong District Party Congress for the 2015-2020 term.

Attending the meeting were comrades: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; representatives of relevant departments, branches and sectors.

The draft political report presented by Comrade Vi Xuan Giap to the Congress of the Con Cuong District Party Committee stated: In the past term, despite many difficulties and challenges in economic development and stabilizing the security situation in the border area, the Party Committee, government and people of Con Cuong District have united, agreed and made efforts to achieve achievements in socio-economics, national security and defense. The annual budget revenue exceeded the plan assigned by the province.

Also in the last term, thanks to the efforts of the Party Committee and the government in the work of hunger eradication and poverty reduction, the poverty rate in the area has decreased by 2-3% annually. Vocational training and job creation associated with labor export have achieved certain results. Infrastructure has been gradually strengthened, many projects have been put into effective use. The quality of comprehensive education and key quality has changed positively. By 2015, there were 34 schools meeting national standards, accounting for 72.3% (achieving 100% of the congress's target). Party building and cadre organization have been strengthened and cared for; the party organization system from the district to the grassroots level continues to be consolidated and developed.

Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council hopes that in the draft political report, the district needs to raise the economic development and per capita income targets to a higher level.

In addition to the achievements, the draft political report also pointed out the limitations such as low growth rate, no breakthroughs, slow economic restructuring, many important economic indicators did not meet the congress's goals. Socialization of education is still limited. Political activities have made many efforts but still have some shortcomings, the Resolution on innovation is not many and not very effective; the leadership capacity and fighting strength of some grassroots party organizations and party members are still limited.

Comrade Le Minh Thong - Member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee said that the draft political report of the district needs to add criteria on farm development associated with forest development.

Mr. Hoang Trong Kim - Member of the Provincial Party Committee, Director of the Department of Construction said that the economic growth results of the district in the last term were lower than the congress target, the district needs to have a solution to increase this target in the next term.

Comrade Dang Thanh Tung - Deputy Director of the Department of Finance said that it is necessary to lower the budget revenue target in the next term congress to suit the local reality.

Concluding the meeting, Secretary of the Provincial Party Committee Ho Duc Phoc requested: The Con Cuong District Party Committee needs to continue to improve the leadership capacity and fighting strength of the Party, strengthen solidarity, unity, innovation and development. Maintain border security, resolutely push back drug abuse; need to improve economic development targets, link production with processing, have solutions to reduce poverty and improve poverty reduction targets in the political report; need to build 5 action programs to promote all resources, determined to build Con Cuong into a fairly comprehensive district; is the economic and cultural center of the Southwest region of Nghe An province. Along with that, focus on protecting and effectively promoting cultural values ​​and ecological environment to build Con Cuong district into an ecological urban area of ​​the province.
