CONTINUE TO BE DETERMINED IN IMPROVING INVESTMENT ENVIRONMENT AND ADMINISTRATIVE REFORM

In the first quarter of 2021, the growth rate of the province's gross regional domestic product (GRDP) is estimated to increase by 6.73%. In particular, compared to the same period in 2020, the agriculture, forestry and fishery sector is estimated to increase by 4.71%; the industry - construction sector is estimated to increase by 11.7% (industry alone has a double-digit growth rate of 15.18%). In addition, the service sector is estimated to increase by 4.92%; product taxes minus product subsidies are estimated to increase by 4.25%.

Investment attraction and business development have seen many improvements. As of March 17, 2021, the province has granted new licenses to 16 projects and adjusted 27 projects. The total newly granted and increased investment capital is more than 7,000 billion VND.

Compared to the same period in 2020, the number of projects increased by 33% and the registered capital increased by 4.65 times. In the first quarter, the province had 398 newly established enterprises and 84 branches, representative offices, and business locations; the total registered capital was more than 3,771 billion VND; 297 more enterprises returned to operation. Nghe An's budget revenue is estimated at 4,122 billion VND. Culture and society are stable and continue to develop. National defense and security are ensured.

Speaking on this issue, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that the results in the quarter were positive, especially in attracting investment. This year, the province aims to attract about 1 billion USD in investment capital.

To set the growth target for this year (according to the Provincial People's Council Resolution, the annual growth target is set at 7.5 - 8.5%; the Provincial People's Committee sets the growth target to strive for 8 - 8.5%), the Chairman of the Provincial People's Committee requested the Standing Committee of the Provincial Party Committee to continue to pay attention to solving problems related to site clearance and ensuring human resources for investment projects in the area in a more fundamental and systematic way to better meet development requirements.

Concluding this content, Provincial Party Secretary Thai Thanh Quy said that although the context was not favorable, the socio-economic indicators achieved by the province in the first quarter were very encouraging. Thereby, it can be seen that the political system operated well, especially the State management from the province to the grassroots, especially at the provincial level with drastic innovation, which was highly appreciated by the Provincial Party Standing Committee and recommended to continue to promote.

In the coming time, especially in the second quarter, the Provincial Party Secretary noted that, in addition to studying and thoroughly grasping the Congress Resolution, the extremely important issue is to deploy programs and projects to implement the Resolution of the 19th Provincial Party Congress, especially this year, it is necessary to develop, complete and issue 21 key programs and projects; therefore, the sectors must pay attention to provide timely advice.

Along with that, the province needs to do well the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; on the other hand, along with economic recovery, it is necessary to continue to focus on the work of preventing and fighting the Covid-19 pandemic in the spirit of not being subjective or negligent; must continue to resolutely implement the targets and tasks of 2021.

Comrade Thai Thanh Quy requested to continue improving the investment environment and administrative reform; especially to transfer the determination of the provincial leaders to the political system. If there are public opinions, ideas, and feedback about cadres and administrative reform, it is necessary to grasp the information firmly, so that if necessary, adjustments can be made to ensure the smooth operation of the apparatus.

The head of the Provincial Party Committee requested the Provincial People's Committee to soon study and submit to the Provincial Party Committee Standing Committee to direct the Provincial People's Council to have policies related to land, site clearance, and labor to improve the effectiveness of investment attraction; at the same time, it is necessary to implement budget revenue and expenditure well, ensure savings to increase revenue, and at the same time, arrange the increased revenue appropriately, especially to complete key projects, creating spillover effects for the province's development.

Besides paying attention to cultural and social activities, it is necessary to take care of national defense and security work, especially the province's defense area drills.

NOT INCLUDED IN THE PLANNING OF GAS-FIRE THERMAL POWER IN QUYNH LAP

Previously, the Provincial Party Standing Committee gave its opinion on the 1/2000 scale zoning plan for the Southwest Urban Area of ​​Vinh City in Hung Thinh, Hung My and Hung Phuc communes, Hung Nguyen district. After listening to the summary of the plan, the members of the Provincial Party Standing Committee discussed and requested clarification of some contents, especially the issue of drainage and water treatment for the project area and surrounding areas.

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized that the Provincial Party Standing Committee is very interested in the overall and synchronous drainage system for the entire southwest area of ​​Vinh City because the land fund and development space of this area is still large.

Therefore, to ensure the overall nature, the Provincial People's Committee needs to pay attention and direct to have a synchronous drainage plan for the entire area, not just the area of ​​the project area. On that basis, the projects implemented in this area have a synchronous and unified connection.

For the Southwest Urban Area project of Vinh city, this is the first project implemented in this area, so it is necessary to pay attention to synchronously implementing the drainage system.

The Provincial Party Secretary also emphasized the view that real estate project development must be in harmony with the current situation, so it is necessary to minimize site clearance in the project area. The priority option is to renovate existing residential areas in the project area. In case of forced relocation or resettlement, it is necessary to arrange them in a reasonable area in the project area.

After completing the relevant planning and bidding to select an investor, the investor must ensure progress, so the Provincial People's Committee notes that when issuing a decision approving the investment policy, it is necessary to clearly state the project implementation time.
