The Standing Committee of Nghe An Provincial Party Committee issued new regulations on title standards and criteria for evaluating cadres.
The Standing Committee of Nghe An Provincial Party Committee has just issued Regulation No. 55-QD/TU on the framework of title standards and evaluation criteria for cadres under the management of the Standing Committee of the Provincial Party Committee.
This regulation replaces Regulation No. 20-QD/TU, dated March 28, 2023, to create consistency, unity, and synchronization with new documents of the Central Committee such as: Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo "on Party Congresses at all levels towards the 14th National Congress of the Party", Decree No. 29/2024/ND-CP, dated June 3, 2024 of the Government "Regulating standards for titles of leading and managing civil servants in State administrative agencies".

The regulation clearly states general standards on political ideology, ethics, lifestyle, professional qualifications, capacity, prestige, health, age, work experience and specific standards for each position of cadre under the management of the Provincial Party Committee Standing Committee.
The new point in this Regulation is the level of State management, accordingly, it requires a certificate of training in knowledge and skills of State management at the senior expert level (and equivalent) for the positions of Department Director and equivalent or higher; a certificate of training in knowledge and skills of State management at the senior expert level (and equivalent) or higher for the positions of Deputy Department Director and equivalent or higher. The remaining positions require a certificate of training in knowledge and skills of State management at the expert level and equivalent.

For the standards on experience and working time: Have held the current position (adjacent) or equivalent position for at least 2 years (24 months), if not consecutive, it can be accumulated (only accumulated for the time holding the position, title equivalent or higher and not applicable to cases of dismissal or demotion). Special cases will be considered and decided by the competent authority.
One of the new points in this Regulation is the title standards for Deputy Secretary of the District, City, and Town Party Committees, requiring: Having undertaken and successfully completed the tasks in one of the key leadership positions at the commune level (Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee), at the same time, undertaking and successfully completing the tasks in one of the positions of Member of the Standing Committee of the District Party Committee or Vice Chairman of the District People's Council, Vice Chairman of the District People's Committee). This amendment aims to ensure consistency and unity between equivalent positions according to Conclusion No. 35-KL/TW and specify the title standards according to Regulation No. 214-QD/TW, dated January 2, 2020 of the Politburo.
Based on Regulation 80-QD/TW of the Politburo and the practical situation in localities and units, Regulation 55-QD/TU adds standards for a number of positions to ensure consistency in the management and use of cadres, including: Standards for deputy level of public service units under the Provincial People's Committee (Article 28); standards for members of the Standing Committee of the Party Committee of the Provincial Agencies and the Party Committee of the Provincial Enterprises (Article 29); standards for positions: members of the Standing Committee of the District Party Committee, Vice Chairman of the People's Council, Vice Chairman of the District People's Committee (Articles 30, 31, 32). In particular, for the position of member of the Standing Committee of the District Party Committee, it is required to ensure the standard of having experienced one of the key leadership positions at the commune level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee).
In addition, the Regulation also amends and supplements a number of special cases applying title standards when appointing and introducing candidates, such as:
- For district level: Comrades who have held the positions of Vice Chairman of the People's Council, Vice Chairman of the People's Committee at the district level, member of the Standing Committee of the district Party Committee before October 31, 2020, in conjunction with the personnel plan of the Party Congress at all levels approved by the Standing Committee of the Provincial Party Committee, do not necessarily have to ensure the standards of having undertaken and completed well the tasks in key positions at the grassroots level when considering appointment, introducing candidates for the Standing Committee of the district Party Committee or key leaders at the district level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee of the district, city, town).
- For young cadres (under 42 years old), when appointed or nominated for a position under the management of the Provincial Party Committee Standing Committee, they do not have to immediately meet the State management standards as prescribed for the position or title they are expected to be appointed or nominated for, but must complete the standards within 12 months from the date of the appointment, approval or ratification decision.
Transitional provisions of the Regulation are implemented as follows: Cadres holding leadership and management positions and titles that do not meet the political theory and State management standards in this Regulation must complete the political theory standards and State management standards within 36 months; within 12 months from the effective date of this Regulation, except for the following cases: If the retirement age is less than 36 months, it is not mandatory to complete the political theory standards; If the retirement age is less than 24 months, it is not mandatory to complete the State management standards.
This regulation takes effect from September 30, 2024. Previous regulations of the Provincial Party Standing Committee and lower-level Party committees contrary to this regulation are abolished.
The Standing Committees of district, city, town Party Committees, Party Committees directly under the Provincial Party Committee; departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level, public service units directly under the province and relevant agencies shall base on this Regulation to specify the standards for cadre titles according to the management hierarchy and in accordance with the characteristics, conditions and practices of the locality, agency and unit.
