Standards for promotion of administrative officials

The Ministry of Home Affairs has issued Circular 05/2024/TT-BNV stipulating standards and conditions for promotion to grade II and grade III for administrative officers, clerical officers, and archival officers; salary classification for those recruited and accepted into civil servants.

Standards and conditions for consideration of promotion to grade II administrative officer

According to the Circular, administrative officials are considered for promotion to grade II when they meet the following criteria and conditions:

a- The standards and conditions specified in Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants (amended in Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government);

b- The job position project of the public service unit is built and approved in accordance with the provisions of law with the job position of the civil servant title being considered for promotion;

c- Being nominated by competent authority for promotion consideration;

d- Having held the title of specialist or equivalent for at least 09 years (excluding internship and probationary period). In case of having a period equivalent to the title of specialist, the period of holding the title of specialist must be at least 01 year (full 12 months) calculated from the deadline for submitting the application for promotion (if the period of holding the title of specialist is not continuous, it can be accumulated);

d- During the time holding the title of specialist or equivalent, the competent authority will appoint him/her to consider promotion and confirm in writing (with attached documents) that he/she has one of the following scientific tasks:

Participate in developing regulations, rules, and technical processes in the industry, field, agency, or unit where work has been issued and confirmed by the head of the assigned agency or unit;

Participate in scientific and technological tasks from the grassroots level and above that have been accepted and evaluated as meeting requirements;

Participate in developing projects and legal documents that have been issued and confirmed by the head of the assigned agency or unit;

e- During the time holding the title of specialist or equivalent, have one of the following work achievements:

Having achievements in performing professional tasks and being awarded a certificate of merit by the Ministry, department, branch, province or higher;

Have at least 02 years of work experience evaluated and classified as excellent in completing tasks.

Standards and conditions for promotion to grade I

Administrative officers are considered for promotion to grade I when they meet the following criteria and conditions:

Meet all conditions specified in points a, b and c above;

Have held the title of senior specialist or equivalent for at least 06 years. In case of holding a period equivalent to the title of senior specialist, the minimum period of holding the title of senior specialist is 01 year (full 12 months) calculated from the deadline for submitting the application for promotion (if the period of holding the title of senior specialist is not continuous, it will be cumulative);

During the time holding the title of senior specialist or equivalent, the competent authority will appoint him/her to consider promotion and confirm in writing (with attached documents) that he/she has one of the following scientific tasks:

Preside over the development of regulations, rules, and technical processes in the industry, field, agency, or unit where work has been issued and confirmed by the head of the assigned agency or unit;

Preside over scientific and technological tasks from the grassroots level and above that have been accepted and evaluated as meeting requirements;

Participate in developing projects and legal documents that have been issued and confirmed by the head of the assigned agency or unit;

During the time holding the title of senior specialist or equivalent, have one of the following achievements:

Having achievements in performing professional tasks and being awarded a certificate of merit by the Prime Minister or achieving the title of emulation fighter of the Ministry, department, branch, province or higher;

Have at least 03 years of work experience with excellent performance evaluation and classification.

The Circular takes effect from August 15, 2024.
