(Baonghean.vn) - This morning, April 27, under the chairmanship of comrade Phan Dinh Trac, member of the Party Central Committee - Provincial Party Secretary, the Standing Committee of Nghe An Provincial Party Committee met, listened to and gave opinions on the Program to implement Resolution 09-NQ/TU of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international integration; Project on training technical workers for the period 2012-2015, with a view to 2020; Project on training and fostering the team of leaders and managers of Nghe An province for the period 2012-2020. Also attending were leaders of the Provincial People's Committee, relevant departments and branches.
Implementing Resolution 09-NQ/TU of the Politburo dated December 9, 2011 on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international integration, Nghe An province aims to build a strong Nghe An entrepreneur team in both quantity and quality. By 2015, Nghe An strives to have about 12,000 enterprises and 50-60,000 entrepreneurs; by 2020, there will be about 20,000 enterprises and 90-100,000 entrepreneurs.

In order to realize the above objectives, the Provincial Party Standing Committee discussed and proposed specific tasks: Creating an equal and favorable production and business environment for entrepreneurs through promoting infrastructure development, supporting the improvement of competitiveness of small and medium enterprises; promoting administrative reform according to the trend of one-stop shop and one-stop shop; building and implementing a regular dialogue mechanism between the government and enterprises in the area; Party committees at all levels pay attention to building and developing a team of entrepreneurs; building and developing Party organizations and socio-political organizations in enterprises.
Concluding this issue, the Provincial Party Secretary suggested: The province needs to have a general assessment of Nghe An's business community in all aspects. From there, the departments and branches, as assigned, will implement projects to raise awareness for the business community; publicize and make policies and mechanisms transparent; apply science and technology... to support and encourage Nghe An's businesses and businesspeople to develop in both breadth and depth so that by 2020, the province will have businesspeople of national and regional stature.
In the period 2012-2015, our province set a target of training 85,000 technical workers at intermediate and college levels, reaching a rate of 9.8%. In the period 2016-2020, the province trained 125,000 technical workers, reaching a rate of 15.94% of the workforce. To achieve the above targets, the province set a target of developing a network of facilities and expanding the scale of technical worker training. By 2015, the whole province strives to have 70 vocational training facilities and by 2020, continue to improve the scale, level and quality of these facilities. In addition, the province has implemented a roadmap for allocating resources to build vocational training facilities.
After listening to the opinions of the comrades in the Standing Committee, comrade Phan Dinh Trac concluded: Adjust the title to "Project on technical labor training for the period 2012 - 2020"; The Project needs to clearly point out the limitations of labor and vocational training facilities in Nghe An such as: low awareness and labor discipline; teachers are both lacking in quantity and weak in quality; forecasting of labor demand in specific fields is not complete. From there, the Project points out solutions for training technical workers through programs to expand international cooperation in training; career guidance and general streaming; implementation of practice and internship regimes at production facilities; training by address and contract.
Regarding the Project on training and fostering the team of leaders and managers of Nghe An province in the period of 2012-2020, Nghe An province aims to train, foster, and update knowledge for the team of officials, leaders, managers and reserves to improve their vision and practical working capacity to meet the requirements of their positions, ensure professionalism, raise their sense of responsibility and professional ethics. Strive by 2015, the team of civil servants will basically meet the title standards, by 2020, they will approach the leadership and management level of developed countries in the region. In addition, by 2020, strive for 100% of provincial departments, branches, sectors and districts, cities and towns to have officials with professional qualifications after university.
