Nghe An Provincial Party Standing Committee holds regular meeting in April 2024
(Baonghean.vn) - On the morning of May 2, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting for April 2024. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of the Central Party Office, comrades in the Provincial Party Committee Standing Committee and a number of departments and branches.
COMPLETED ARRANGEMENT OF 8/12 AGRICULTURAL AND FORESTRY COMPANIES
The Provincial Party Standing Committee listened to the report summarizing 10 years of implementing Resolution No. 30-NQ/TW, dated March 12, 2014 and Conclusion No. 82-KL/TW, dated July 29, 2020 of the Politburo on continuing to arrange, innovate and develop, and improve the operational efficiency of agricultural and forestry companies.

In 2014, in Nghe An province, there were 12 agricultural and forestry LLCs subject to restructuring and innovation, including: 5 forestry companies and 7 agricultural companies.
Based on the overall plan approved by the Prime Minister, Nghe An has so far completed the arrangement and renovation of 8/12 companies.
Accordingly, 4 forestry companies including Song Hieu, Tuong Duong, Do Luong, Con Cuong are arranged and innovated in the direction of maintaining, consolidating, developing and restructuring according to the model of a state-owned limited liability company holding 100% of charter capital, performing the task of producing and supplying public products and services.
Quynh Luu Forestry One Member Co., Ltd. has merged with Quynh Luu Protective Forest Management Board to form the Northern Nghe An Protective Forest Management Board.
At the same time, 3 companies: 3/2 Agricultural and Industrial One Member Co., Ltd., Song Con Agricultural One Member Co., Ltd., and Tea Investment and Development One Member Co., Ltd. have switched to operating under the joint stock company model.

Currently, the Coffee and Rubber One Member LLC has not been equitized and three agricultural One Member LLCs: 1/5 Nghe An, Xuan Thanh, An Ngai have not been converted into two-member LLCs as approved in the plan.
The total land area managed by 4 forestry companies and 7 agricultural companies is more than 64,385 hectares; at the same time, a total of more than 12,794 hectares have been recovered and handed over to local management.
At the meeting, the opinions of comrades in the Provincial Party Standing Committee and the Provincial Party Standing Committee objectively and comprehensively assessed the achievements, shortcomings and limitations in the process of arrangement, innovation and development, and improving the operational efficiency of agricultural and forestry companies.

Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An analyzed in depth the aspects arising from practice and pointed out 5 existing problems that need to be resolved related to land management; resolving conflicts between agricultural and forestry farms and people; converting production models; State management associated with coordination with local Party committees and authorities and increasing charter capital.
On that basis, according to the Vice Chairman of Nghe An Provincial People's Committee, solving the above problems needs to be approached without haste, but with a comprehensive and focused perspective.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu also pointed out some shortcomings and limitations in the management model and operation of agricultural and forestry companies; the return of land to localities for handover to people... thereby suggesting that it is necessary to continue to handle each part very specifically, avoiding causing hot spots in the area.
CLEARLY ASSESS PERFORMANCE AFTER ARRANGEMENT
Concluding this content, Provincial Party Secretary Thai Thanh Quy agreed with the opinion of the Provincial Party Standing Committee that up to this point, compared to the general level of the whole country, Nghe An has done relatively well in arranging agricultural and forestry companies in accordance with the Party's policy and the plan approved by the Prime Minister.

However, according to the head of Nghe An Provincial Party Committee, the Party's policy, in addition to setting out the requirement for reorganization, also clearly states the task of improving the operational efficiency of agricultural and forestry companies.
Therefore, the Secretary of Nghe An Provincial Party Committee expressed concern and worry when there is still no model or solution to maximize the efficiency of tens of thousands of hectares of land for agricultural and forestry companies to manage.

On that basis, he assigned the Party Committee of the Provincial People's Committee to direct relevant departments and branches, focusing on the agricultural sector, to further evaluate the operational efficiency of agricultural and forestry companies after the rearrangement in aspects such as: land area under management, number of workers with jobs, income, contribution to the State budget, etc.
At the same time, Provincial Party Secretary Thai Thanh Quy clearly stated his view that for any area that needs to be handed over to the locality to allocate land to the people, it is necessary to resolutely allocate land to the people. On the other hand, it is necessary to study and advise on solutions so that other entities and components with large capital sources, management capacity, human resources, and technology can rent land funds from production companies and forestry farms to promote land resources to achieve the highest efficiency.

“Agree that this is a difficult and sensitive issue, and that decisions need to be carefully considered, but it is not too difficult to “frame” it,” said the Provincial Party Secretary, adding that the Party Committee of the Provincial People's Committee needs to absorb the opinions of the Provincial Party Committee Standing Committee to complete the report in the direction of comprehensively assessing both the results of the arrangement and the operational efficiency of agricultural and forestry companies, along with specific proposals to report to the Provincial Party Committee Executive Committee for comments in the coming time.
Also in the working program, the Provincial Party Standing Committee gave its opinion on the policy of receiving aid: Project Orbis International, Inc. sponsored non-projects to receive fundus imaging equipment for Nghe An Endocrinology Hospital and Nghe An Northwest Regional General Hospital; The Korean Technology Commercialization Promotion Association, Vietnam branch, coordinated with the Hanoi Small Love Sharing Group to sponsor the project "Small Love Sharing" and many other important contents.
