The Standing Committee of Nghe An Provincial Party Committee requested to strengthen inspection and examination of non-public medical and pharmaceutical practice activities.
The Standing Committee of the Provincial Party Committee commented: Compliance with legal regulations on non-public medical and pharmaceutical practice has not been seriously implemented.

Recently, the Provincial Party Standing Committee issued Directive 31-CT/TU dated September 19, 2024 on strengthening the Party's leadership over professional activities.non-public medicine and pharmacyin Nghe An province.
In recent years, the system of non-public medical and pharmaceutical establishments has developed rapidly and strongly in both quantity and quality, contributing to improving the quality and efficiency of public health care. Non-public medical and pharmaceutical activities in the province have received attention, leadership and direction from Party committees and authorities at all levels, achieving many positive results.
Especially after Directive No. 03/CT-UBND, dated January 29, 2018, on continuing to strengthen the management of non-public medical and pharmaceutical practice activities in Nghe An province issued by the Provincial People's Committee; all levels, sectors and localities have actively coordinated to implement more comprehensively, the number of medical and pharmaceutical establishments without licenses through inspection, detection and handling of violations has significantly decreased.
“However, compliance with the provisions of the law on non-public medical and pharmaceutical practice has not been seriously implemented. The situation of practicing without a license, not meeting the conditions; practicing incorrectly, exceeding the scope of permitted expertise; false advertising; using and managing drugs in violation of regulations; practicing in residential areas without ensuring fire prevention and fighting safety, environmental protection is still happening, with increasingly sophisticated manifestations and an increasing trend, especially in the field of dentistry,aesthetic, rehabilitation", the Directive of the Provincial Party Standing Committee clearly stated.
These problems have affected the quality of medical services, caused negative public opinion in society, and posed many potential risks to people's health.
To overcome the above limitations, to effectively manage non-public medical and pharmaceutical practice in the province, and to better meet the increasing health care needs of the people, the Provincial Party Standing Committee requests Party committees at all levels, authorities, the Fatherland Front and socio-political organizations to effectively implement four key tasks.
In which, the Provincial Party Standing Committee requested: Focus on leadership, drastic direction, improve the effectiveness of coordination work;strengthen inspection and supervisionCompliance with legal regulations in non-public medical and pharmaceutical practice; heads of Party committees, authorities at all levels, sectors, agencies and units must be responsible if violations occur within their scope of management.
Regarding implementation, the Provincial Party Standing Committee requests: Party committees, party organizations, and authorities at all levels to thoroughly grasp and develop programs and plans for serious implementation, ensuring practicality, effectiveness, and suitability with the requirements and tasks of each locality and unit; regularly lead, direct, inspect, supervise, urge, evaluate and report on the implementation results of the Directive, and report to the Provincial Party Standing Committee (through the Provincial Party Committee's Propaganda Department).
The Provincial People's Council Party Delegation leads and directs the review, revision, supplementation, and completion of provincial policies and concretizes the Central Government's policies on non-public medical and pharmaceutical practice; strengthens supervision of the implementation of the Party's guidelines and the State's policies and laws on the management of non-public medical and pharmaceutical practice in the province.
The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to develop programs and plans to effectively implement the Directive; allocate budget to ensure state management of non-public medical and pharmaceutical practice; develop and promulgate regulations on assignment and coordination in state management of non-public medical and pharmaceutical practice to implement the Directive.
The Party Committee of the Vietnam Fatherland Front of the province and provincial-level socio-political organizations shall strengthen propaganda and mobilization work for union members, association members and people of all walks of life to implement and supervise the implementation of the Directive.
The Provincial Party Committee's Propaganda Department directs press agencies in the province to coordinate with functional agencies to promote propaganda and disseminate widely among cadres, party members and all classes of people the Party's policies and the State's laws on management of non-public medical and pharmaceutical practice; preside over and coordinate with the Provincial People's Committee's Party Committee to periodically review, summarize and report to the Provincial Party Committee Standing Committee on the results of implementing the Directive.
The Provincial Party Committee's Inspection Commission presides over and coordinates with relevant agencies to advise the Provincial Party Committee's Standing Committee to inspect and supervise the leadership, direction and implementation of the Directive.
