(Baonghean.vn) –This morning, June 28, the Provincial Party Standing Committee continued to meet to listen and give opinions onCompensation, site clearance, resettlement and difficulties of key projects;Compensation, site clearance, resettlement and resolution of difficulties and problems of Ban Ve hydropower project.Comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting.Also attending were:Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council;Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of provincial departments, branches and sectors, leaders of Tuong Duong and Thanh Chuong districts and the Management Board of Hydropower Project II (Board II).

Ban Ve Hydropower Plant is the largest hydropower plant in the North Central region, which was put into operation in 2010. There are 3,022 households in the reservoir area that have to be relocated to resettlement areas in Tuong Duong, Thanh Chuong and Ky Son districts. Up to now, Board II and local authorities, relevant sectors have coordinated to compensate, support and resettle people in the reservoir area. However, in the past time, according to data from Tuong Duong district, 326 households have returned to the Ban Ve hydropower reservoir area in Tuong Duong, of which 249 households are in resettlement areas in Thanh Chuong district, 44 households have migrated freely and 34 are from Cha Coong village. In the resettlement areas in Thanh Chuong district, there are still 116 households (65 households in Cha Coong 2 village and 51 households in Kim Hong village) who have not received land for production. The self-flowing domestic water system in the resettlement areas in Thanh Chuong, put into use since 2006, is damaged, affecting people's lives.

Regarding compensation, site clearance and resettlement work in the province, comrade Phan Dinh Trac concluded: Compensation and site clearance work in general has made many efforts in the past time. However, there are still problems such as: Slow appraisal and approval plan; land valuation, tree, construction, agricultural land valuation is not satisfactory and not close to reality; the responsibility of assigned officials is not high, the legal regulations are not firm; coordination between investors and local authorities is not good... Therefore, in the coming time, relevant levels and sectors need to review the land recovery procedures; organize mobilization and persuasion of people; handle opposing subjects, deliberately violating the provisions of the law...

Regarding the Ban Ve hydropower project, the Provincial Party Secretary concluded: Quickly resolve the situation of people leaving the resettlement area to return to their old place to work and live; in addition, it is necessary to guide the production and business methods in the resettlement areas so that people can quickly stabilize their lives, support the digging of wells to ensure domestic water (274 households have not dug wells), issue land use right certificates, and allocate production land to people...
