The Provincial People's Council's Culture and Social Committee supervises in Tan Ky district
(Baonghean.vn) - Implementing the 2015 monitoring program of the Provincial People's Council's Culture and Society Committee, on January 27, the Committee's monitoring delegation had a working session with Tan Ky district on the implementation of Resolution 52/2012/NQ-HDND of the Provincial People's Council on a number of population policies - family planning in Nghe An province.

In the morning, the delegation worked directly with representatives of the Population and Family Planning Committees of Nghia Binh, Nghia Dung, Nghia Thai, Nghia Hop and Nghia Dong communes. In the afternoon, under the chairmanship of Mr. Tran Cong Duong - Member of the Provincial Party Committee, Chief of the Provincial Party Committee Office, Head of the Social and Cultural Committee, the delegation worked with the District Population and Family Planning Steering Committee.
After listening to the representative of the District Population and Family Planning Committee report on the situation, the monitoring delegation suggested explaining a number of issues related to the implementation of Resolution 52, the advantages and difficulties in the implementation process at the grassroots level. Concluding the working session, comrade Tran Cong Duong acknowledged the initial results of the implementation of Resolution 52 in Tan Ky district, especially the concretization of Resolution 52 of the Provincial People's Council by Resolution 36/2012/NQ-HDND of the District People's Council, Decision 01/0213/QD-UBND of the District People's Committee institutionalizing the Resolution of the District People's Council.In the 3 years since the issuance of Resolution 52, population and family planning work in Tan Ky district has had a clear change in awareness and achieved encouraging initial results. In 2013, there were 97 hamlets with no one giving birth to a third child or more. In 2014, there were 109 hamlets with no one giving birth to a third child. There were 22 hamlets that had not violated the third child or more for 3 years. There were 8 hamlets that had not given birth to a third child or more for 5 consecutive years. The birth rate decreased and the birth rate was achieved. However, the implementation of Resolution 52 still has many shortcomings at the grassroots level. The propaganda work has not been really close to the target group. Although the third child birth rate has decreased, it is not sustainable, especially in special and difficult areas. The handling of violations has not been thorough and is still lenient.
Receiving the recommendations and proposals of the district, the monitoring delegation took notes to submit to the Provincial People's Council to amend inappropriate policies.
