Tran Van Dong (62 years old, former colonel, Deputy General Director and Director of the Southern Investment and Construction Branch, Lung Lo Construction Corporation) received 9 years in prison for the crime.Fraud at workandProduction and trade of counterfeit goods.

In addition to criminal liability, the People's Court ordered the state budget to collect 728 billion VND, equivalent to the value of the fake gasoline sold on the market. Subtracting the amount the defendants have paid, Hung and 4 other defendants must pay an additional 69 billion VND.2 billion dong

Divided according to the profit ratio, defendant Hung must pay nearly 277 billion VND (40%); Nguyen Van Phuong (former Director of Thai Son Company) must pay 207 billion VND; defendants Phan Truong Son and Le Minh Anh (General Director of Dong Phuong Company) must each pay nearly 104 billion VND (15%).

The court ordered the confiscation of the BMW car and Rolex watch of defendant Phan Huu Phuc (professional military major, statistical officer of warehouse VK102 of the Logistics Department of Military Region 7) and the seizure of half the value of the house in Go Vap district of defendant Phuc and his wife to ensure execution of the judgment...

The panel of judges determined that since 2015, Hung discussed with Nguyen Van Phuong (former Director of Van Xuan Company Limited), Phan Truong Son and Le Minh Anh (General Director of Dong Phuong Company) to buy Naphtha solvent (a petroleum product) to mix with chemicals to make fake gasoline for profit.

To avoid detection, the defendants agreed with Dong Phuong Company to buy solvents for economic use, then hired a transport company to deliver them to Hung's Van Xuan Company (which Phuong ran) for mixing.

Using this method, the defendants mixed 52 million liters of solvent with chemicals to create 54 million liters of fake gasoline (worth 850 billion VND) to sell on the market, earning a profit of 141 billion VND.

Defendant Tran Van Dong knew that Hung was buying and selling solvents to produce chemicals, but he still agreed to sign a contract to buy raw materials from a partner on behalf of Lung Lo Company, legalizing documents to transport solvents to Van Xuan Company to produce fake gasoline.

In addition, the defendant took advantage of his assigned position to forge the decision of the Chief of the General Staff on raising the salary and military rank of major for professional soldiers for Hung; signed the decision to appoint Hung to the position of Head of the Petroleum Business Department; created conditions for Hung to conduct transactions with partners inside and outside the army to commit the crime.

Phan Huu Phuc knew that the gasoline Hung produced was fake, but he still agreed to import it into the Logistics Department's warehouse to receive nearly 15 billion VND. This defendant then gave 4 billion VND to a colleague.
